The basic objective of Environmental Impact Assessments (EIA) consists of prevention, that is, avoiding possible errors and environmental deterioration before they occur since it may be more expensive to correct them once the projects have been executed and they may have irreversible effects.

An EIA is a study based on a methodology and specific and contrasted qualitative or quantitative criteria whose preparation and writing must be carried out from the perspective of a multidisciplinary team made up of specialists in engineering, biology, geology, geography, environmental sciences, etc.

The purpose of the EIAs is to present integrated information on the impacts on the environment and to associate the competent public authorities of the different sectors with the evaluation process.

Before going further into the matter, let's make clear the concept of "Environmental Impact", which will occur when "an action or activity produces an alteration, favorable or unfavorable in the environment or in any of the components of the environment. This action can be an engineering project, a program, a plan, a law or an administrative provision with environmental implications."

Therefore, EIAs are a multidisciplinary technical study carried out to identify, predict, assess and correct the consequences or environmental effects that certain actions, projects, etc. may cause on the entity of man's life and his environment.

However, the work carried out in environmental consultancies is always a legal-administrative process, since it addresses two aspects: On the one hand, the procedure itself for the approval, modification or rejection of a project or activity by the administration, and on the other hand, it prepares the analysis aimed at predicting the alterations that the project or activity may produce in human health and the environment.

In this way, when it comes to distributing tasks, several bodies are involved according to Royal Legislative Decree 1/2008 of January 11:.

In addition, the necessary points that must appear in an EIA are also included within the aforementioned Royal Decree:

Thus, when a certain organization wants to carry out a project, in order for it to be accepted by the administration, it is necessary to have an EIA, so it goes to a company where experienced and highly qualified professionals in the area will carry out a series of meetings in which information is compiled on the different environmental components that the project could intervene and/or affect.

This process is called the Prior Consultation Procedure, and it is mandatory when it comes to reaching an understanding for both parties, the administration and the company. Next, the environmental impact study begins, throughout which various actions are carried out, including Field Visits by specialist technicians in which on-site documentation is collected, of the land, of the type of project to be carried out and its implications.

Once the EIA has been prepared, the company that has hired it will present it to the administration to attest that its project is viable and not excessively harmful, also committing to bear the responsibility of repairing the damage it may cause to the environment.
