Venezuelan Standard COVENIN (Structures and Materials)
Introduction
Covenin corresponds to the acronym of the Venezuelan Commission of Industrial Standards, as the entity in charge of ensuring standardization and normalization under quality guidelines in Venezuela has been known since 1958.
Covenin established the minimum requirements for the development of procedures, materials, products, activities and other aspects that these standards govern. Governmental and non-governmental entities specializing in an area participated in this commission.
As of 2004, the activities developed by Covenin are no longer carried out by Fondonorma.
History
The need for standardization of criteria in the area of Quality Standardization and Certification led the Venezuelan State, in 1958, to the promulgation of Official Decree Number 501 for the creation of the Venezuelan Commission of Industrial Standards, COVENIN.
The creation of Covenin sought to develop policies in the world of standardization and quality control, something that did not exist in Venezuela, with that, the development of the first technical standards at the national level began.
In 1970, the activities of Standardization and Quality Certification received an important boost, when the Ministry of Public Works created the Directorate of Standardization and Quality Certification (DNCC), which became the operational unit of COVENIN. Through this direction, the “COVENIN Laboratory Approval” begins to be granted, with these approvals being granted until the end of 1992.
Through Official Decree 1195, “On Technical Standardization and Quality Control” (1973), the Fund for the Standardization and Certification of Quality (Fondonorma) was created, chaired by the Ministry of Development and with the participation of the private sector. This fund was created with the objective of supporting the programs established by the Ministry of Public Works regarding Standardization and Quality Certification.
In 1993, during the restructuring of the Ministry of Development, which became the Ministry of Industry and Commerce (MIC), the Autonomous Service for Standardization and Quality Certification (SENORCA) was created and became the National Accreditation Body.

In December 1998, the merger of the National Autonomous Metrology Service (Sanamet) and the Autonomous Service for Standardization and Quality Certification (Senorca) began, which gave rise on January 11, 1999 to the National Autonomous Service for Standardization, Quality, Metrology and Technical Regulations (Sencamer),[1].
In mid-2001, Sencamer's Standards Compliance Department granted the first accreditation to a Testing Laboratory under the new NVC 2534:2000 standard (ISO/IEC 17025:2000. Likewise, in 2001, the accreditation of Calibration Laboratories began under this international standard.
In October 2002, the Organic Law of the Venezuelan Quality System was promulgated, published in Official Gazette Number 37,555 of Wednesday, October 23, 2002 to develop the guiding principles that the Constitution of the Bolivarian Republic of Venezuela frames in terms of quality. This Law establishes mechanisms to guarantee the rights of people to have quality goods and services in the country, through the subsystems of: Standardization, Metrology, Accreditation, Certification, Testing and Technical Regulations; and Sencamer is granted the status of coordinating entity to ensure compliance with this Law.
In 2003, the responsibility for creating Covenin Standards was removed from Fondonorma and awarded to National Autonomous Service for Standardization, Quality, Metrology and Technical Regulations (SENCAMER)[2] through Resolution DM/No. 370. Subsequently, for a time it was awarded to the Fund for Standardization, Quality, Certification and Metrology (Fodenorca), an entity attached to the Ministry of Popular Power of National Commerce.[3].
In 2009, Resolution No. 075 dated June 10 was issued, by which the National Autonomous Service for Standardization, Quality, Metrology and Technical Regulations (Sencamer) was designated as the coordinating body of the process of developing national standards for the quality of products, processes and services. This resolution was published in the Official Gazette of the Bolivarian Republic of Venezuela No. 39,197. date.[4].
In July 2020, Sencamer liquidates Fodenorca[5] and acquires the powers of the National Standardization Organization, with which Sencamer starts the process of generating Venezuelan Covenin Standards again.
For its part, Fondonorma, despite having been removed from the power to prepare Covenin Standards, continued to develop association standards under the figure of the Fondonorma Technical Standard (NTF), which in no case are mandatory to comply with.
In 2021, Sencamer, “National Autonomous Service for Standardization, Quality, Metrology and Technical Regulations”, will be renamed “Deconcentrated Service for Standardization, Quality, Metrology and Technical Regulations (SENCAMER)”[6] Official Gazette 42129 of Tuesday, May 18, 2021.
This gazette establishes within the powers of SENCAMER: "13. Establish the procedures to be followed to propose to the Ministry of Popular Power with jurisdiction in National Commerce the declaration of the Venezuelan COVENIN Standards and Technical Regulations, coordinating with other bodies, entities or public or private organizations the study, promulgation and control of the same, and declarations of Venezuelan COVENIN Standards, keeping their record."
Mandatory
In the world, the Standards are commonly voluntary, but many Covenin Standards have been mandatory because they are explicitly mentioned on their cover and have been a requirement of some Law or some document issued by a ministry that makes them mandatory. In recent years and following the promulgation of the Organic Law of the Venezuelan System for Quality, the standards as indicated in this law are wanted to be voluntary and the mandatory nature is left for the Technical Regulations.
For its part, none of the Fondonorma Technical Standards are mandatory, which is why many State entities, or the Venezuelan legal regulatory framework when referring to any Covenin Standard, is the one that applies and not a Fondonorma Technical Standard, although the latter is more recent.
An example of this is the Venezuelan Standard Covenin 3060:2002 Hazardous Materials. Classification, Symbols and Dimensions of Identification Signs (1st Revision), which has its analogous Technical Standard Fondonorma 3060:2011. For the Registry of Activities Capable of Degrading the Environment (RACDA) granted by the Ministry of Popular Power for Ecosocialism (MINEC), compliance with Covenin Standard 3060 is required.
Committees
The standardization subsystem within Sencamer is made up of Technical Committees (CT) and Subcommittees (SC), each bringing together a panel of experts and specialists in the related field and contemplating interested parties such as manufacturers, distributors, importers, users, universities, authorities, regulatory entities and more.
Its actions are part of the National Standardization Plan that meets the needs of the sector.
CT6 on Hygiene, Safety and Security was made up of the following Sub Committees (SC).
However, in 2022 the SC3 were merged and in a modern way that SC was renamed Safety and Health at Work, in line with the terminology of the International Labor Organization (ILO).
