Urban waste management plan
Introduction
Currently, the Navarra Integrated Waste Management Plan 2025 is in the participation phase with a draft, having begun the participation process open to all citizens through a deployment at five levels (institutional, local entities, work and participation group, interested thematic sectors and citizens in general), in accordance with the provisions of Law 27/2006, on access to information, public participation and access to justice in environmental matters. It includes the Waste Management Plan and the Waste Prevention Program, in accordance with the provisions of Law 22/2011 on waste and contaminated soils. This plan aims to turn Navarra into a society that is efficient in the use of resources and in which waste is conceived as useful resources. To achieve this, it focuses on prevention as a hallmark of our community, the leadership of public management and the capacity to generate quality green employment.
The draft Waste Management Plan is the document for participation, respectful of European and Spanish legislation. It has been inspired by the principles of the circular economy and the needs of people. The plan is going to be submitted to Navarrese society for debate. All interested parties have the opportunity to participate in the development of waste management instruments.
Previously, in December 2010 the Government of Navarra approved the Navarra Integrated Waste Management Plan (PIGRN) 2010-2020. This was the second waste plan approved in Navarra, which constituted the strategic planning instrument for waste management. The plan defined the criteria and action strategies of the administrations and economic sectors in the management of urban, industrial and agricultural waste. It also adapted to the Waste Framework Directive 2008/98/EC of the European Union, and to the National Integrated Waste Plan 2008-2015 of Spain.

The current PIGRN 2025 in draft establishes, among others, specific objectives for 2025: reducing domestic waste by 10% compared to 2010, serving the entire Navarrese population with biowaste collection systems (biodegradable organic waste), proposing 70% recycling thereof and treating 100% of the waste in a decade. In addition, it aspires to 90% recycling of packaging and increasing the use of construction and demolition waste to 70%.
