Residential segregation in Detroit

Residential segregation was especially demonstrated during the post-World War I period in metropolitan Detroit, as hundreds of thousands of people immigrated to Detroit during the Great Migration due to its need for cheap labor in war industries and shipyards. Detroit's geographic location along waterways allowed it to become an industrial powerhouse with booming shipping and automotive industries. The institutional barriers in place within housing during the postwar period further marginalized African Americans in Detroit and strengthened preexisting ideas of racism and white supremacy. Because many white Detroiters viewed blacks as outsiders who would ultimately devalue their housing investments and drastically alter their current lifestyles, they were reluctant to allow them to move into their neighborhoods.[40] The Federal Housing Authority's redlining practices reinforced these calls for residential segregation as its policies rejected the improvement of black neighborhoods, simply denying mortgage loans or home purchase loans to combat overcrowding in these neighborhoods. Blacks were excluded from the private real estate market, many were unable to purchase homes, and bankers used federal appraisal policies that unfairly ruled that Black neighborhoods were dangerous and risky investments and were therefore able to reject loans to African Americans altogether.[41]

Blacks ended up living in extremely run-down and overcrowded areas of the city, such as Black Bottom (Detroit)) and Paradise Valley, which were radically disinvested and thus left blighted. Legislation

In 1934, the practice of redlining neighborhoods emerged through the National Housing Act of 1934. This practice, also known as mortgage discrimination, began when the federal government and the newly formed Federal Housing Administration allowed the Home Owners Loan Corporation to create "residential safety maps," which described the level of safety for real estate investments in 239 cities in the United States. On these maps, high-risk areas were outlined in red, and high-risk areas were considered areas highly populated by African Americans or other minority groups. Many minority neighborhoods were outlined in red on these maps, meaning banks would deny all mortgage equity to people living within them. This legislation occurred during the New Deal era and provided the basis for future public housing programs. This law allowed the creation of around 160,000 public housing units. Most of these units were made to alleviate the housing difficulties of the poor and working class suffering from the Great Depression.[1] Additionally, this public housing program allowed the Federal Housing Authority (FHA) to provide various monetary funds to local housing authorities to assist with the construction and development of these units.

The first federal public housing projects were legally segregated by race. In some cases, racially diverse neighborhoods were demolished to make way for segregated government housing. Over time, white middle-class residents moved out of public housing, either by taking advantage of federally subsidized mortgages in the suburbs or by being actively evicted due to lower income thresholds.[45] Vacancies were filled with low-income residents, predominantly minorities excluded from other government programs, who faced ongoing racial discrimination and made up the majority of the poor population at the time.[9]

At the end of World War II, the G.I. Bill promoted segregation practices by keeping African Americans out of European American neighborhoods, showing another side of African American housing discrimination. When millions of American soldiers returned home from abroad, they took advantage of the "Military Readjustment Act" or the American GI Bill. This important document was signed in 1944 by Franklin D. Roosevelt, and provided education and training opportunities for veterans, guaranteed loans for homes, farms or businesses, assistance in finding work, and unemployment payments of $20 per week for up to 52 weeks if a veteran could not find work.

African Americans encountered discrimination when trying to buy a home in overwhelmingly European American neighborhoods. Realtors did not show these houses to African Americans, and when they did, they tried to convince them not to buy the house. Overtly discriminatory sales and loan rejection practices continued unabated until at least 1968, when the Fair Housing Act was passed. After this law was passed, outright refusal to sell property to African Americans became rare, as such behavior could lead to prosecution under the Fair Housing Act.[6]​ The Office of Fair Housing and Equal Opportunity is charged with administering and enforcing fair housing laws. Anyone who believes they have faced housing discrimination because of their race can file a fair housing complaint.

The most comprehensive federal fair housing law of its time, this legislation mandated fair housing as national policy and restricted discriminatory practices. Specifically, discrimination on the basis of race, color, religion, sex, or national origin was prohibited in the rental, sale, financing, and brokerage of housing or housing services. However, this law did not give the Department of Housing and Urban Development (HUD) much power to enforce the law. HUD was only allowed to mediate housing discrimination disputes between the parties. He did not have the power to file lawsuits or take definitive legal action.[4]​.

During his presidential term, Nixon's federal housing policy undermined the Fair Housing Act. His policy recognized that federal law requires nondiscriminatory practices in federal housing matters, but he did not provide presidential support. Nixon declared that the government could not force suburban desegregation or economic/racial integration. In doing so, he secured many suburban votes, but further exacerbated the problem of housing inequality by not supporting subsidized housing programs to aid desegregation.[4]​.

The Equal Credit Opportunity Act provided protection against creditor discrimination. It stated that creditors could not discriminate against applicants on the basis of race, sex, marital status, religion, ethnicity or age. Designed to complement the Fair Housing Act on specific forms of housing discrimination, this legislation offered more protection against discrimination in lending practices.[4]​.

Like the Equal Credit Opportunity Act of 1974, this legislation was also designed to supplement the Fair Housing Act in specific areas of housing discrimination. This law protected applicants from discrimination across lending institutions by requiring any financial institution that provides federally-related mortgage loans to disclose data annually. This included reporting on the amount and location of federal housing-related loans (by census tract or zip code). The Community Reinvestment Act of 1977 required banks to apply the same anti-discrimination guidelines to their lending criteria in all circumstances. Trends by minority group

Residential segregation is generally measured by uniformity and exposure. Evenness is defined as the relative dispersion of a given racial group in a metropolitan area, while exposure is defined as how much a member of a given racial group is exposed to a member of another racial group.[5]​[7]​ Overall, the number of integrated neighborhoods has continued to increase since the passage of the Fair Housing Act in 1968. These populations faced systemic discrimination that forced them to live together, particularly segregating into specific national origin groups in major cities. As redlining prevents households from owning property, they have no choice but to rent from landlords who neglect the property and charge high rent.[47]​ These factors allow the cycle of devaluation to occur in a neighborhood, ultimately leading to the recovery and transformation of the neighborhood, uprooting poor residents who have no equity to use in relocation.[47]​.

A deeper look at community disinvestment can be called devaluation. The relegation of African Americans to certain contained neighborhoods continues today. The cycle of neighborhood disinvestment followed by gentrification and minority dislocation has made it difficult for African Americans to settle, build equity, and try to break into suburban neighborhoods. Another explanation for the existence of a dual housing market is the availability of housing units, either for sale or rent, for minority groups. Socioeconomic status

One theory of the cause of residential segregation is the income gap between minority groups and their white counterparts. Among all minority groups, foreign-born immigrants experience greater segregation from whites than native-born groups. However, assimilation varies among minority groups. New immigrants tend to experience higher levels of segregation than immigrants who have lived in the host country for some time.[5]​.

Relocation

Once their old neighborhood has been gentrified, many of the residents are forced to move, if they have not already done so. When searching for a new residence, African Americans are very likely to encounter discrimination on some level. For example, public schools in suburban areas are generally better equipped with resources, have a higher percentage of quality teachers, and produce a greater number of successful students.[7]​ The negative effects of housing segregation on the quality of education are demonstrated by the lack of integration and diversity in schools. The Equal Educational Opportunity study in 1966 found that the racial composition of schools affected student success more than the resources available to the schools.[52] This cycle of inequality of educational opportunity is perpetuated by the housing market. Areas with quality school systems generally contain higher housing prices and higher property taxes. Additionally, these areas tend to be racially and economically homogeneous.[7]​.

One of the main reasons for the inequality of educational opportunities is the low accessibility to the suburbs by minority groups due to lack of income. Suburban areas, which contain higher quality education, are less accessible to low-income minority groups.[1]​[7]​ Another reason for the inequality of educational opportunities is the increase in parental schooling options. In addition to public schools, parents with enough purchasing power can choose to send their children to private schools, magnet schools, and even home school. Other options include charter schools. Housing segregation affects the development of concentrated areas of poverty, especially among racial minority groups.[14][15] Housing segregation interacts with existing poverty rates among minority groups, especially African Americans and Latinos, to perpetuate the cycle of poor people moving to concentrated areas of poverty. These concentrated areas of poverty often experience a lack of public services and infrastructure. Studies have shown that these residential areas often have fewer employment opportunities, unequal school environments, and higher health risks. These factors combine to perpetuate poverty and impede social and spatial mobility. Lack of employment opportunities comes in many different forms, such as decreased accessibility to jobs due to transportation or unavailability of jobs due to location. The result of inequality of economic opportunity is increased income segregation. Leaders of strong pro-diversity community organizations emphasize the need for a sense of community among members. Creating a diverse and stable neighborhood requires focusing on economic development, community safety, and education.[10]​.

Focusing on economic development means creating a market in the existing neighborhood. This not only creates jobs for community members, but also inhibits disinvestment, a common cause of housing segregation, in neighborhoods. Community safety strongly influences the perception of a neighborhood's stability. Active participation by community members in the safety of their neighborhood increases community effectiveness because there is a perception of controlled crime which, in turn, gives people a sense of control over their quality of life. Education is also related to the positive or negative perception of a neighborhood. Schools not only foster safe environments for intercultural cooperation, but also influence community attitudes toward race, ethnicity, and diversity.[10]​.

U.S. Department of Housing and Urban Development

Traditionally, public housing programs perpetuate housing segregation by forcing minority populations to live in low-income neighborhoods that contain lower quality housing options. Public housing has also been designed to keep minorities out to maintain the integrity of the so-called "white suburb" and place minority groups in other areas.[53]​ However, the Section 8 housing program combats this problem by providing households with housing certificates/vouchers that can be used to rent units anywhere in the private market at a moderate price. The U.S. Department of Housing and Urban Development's federal housing assistance program is the largest housing assistance program in the country. Voucher/certificate recipients contribute 30% of their income toward rent and the government subsidizes the difference. Not only is the program less expensive because it depends on the existing housing market, but it is also more likely to offer quality, affordable housing to participants. This program contrasts previous housing programs that often clustered federally funded families in low-income urban neighborhoods. Residential segregation in Detroit

Residential segregation was especially demonstrated during the post-World War I period in metropolitan Detroit, as hundreds of thousands of people immigrated to Detroit during the Great Migration due to its need for cheap labor in war industries and shipyards. Detroit's geographic location along waterways allowed it to become an industrial powerhouse with booming shipping and automotive industries. During this time, many blacks emigrated from the Jim Crow South to seek new opportunities and work in Detroit, but unfortunately encountered deep-seated racist ideologies and general inequality even in this northern city. The institutional barriers in place within housing during the postwar period further marginalized African Americans in Detroit and strengthened preexisting ideas of racism and white supremacy. Because many white Detroiters viewed blacks as outsiders who would ultimately devalue their housing investments and drastically alter their current lifestyles, they were reluctant to allow them to move into their neighborhoods.[40] The Federal Housing Authority's redlining practices reinforced these calls for residential segregation as its policies rejected the improvement of black neighborhoods, simply denying mortgage loans or home purchase loans to combat overcrowding in these neighborhoods. Blacks were excluded from the private real estate market, many were unable to purchase homes, and bankers used federal appraisal policies that unfairly ruled that Black neighborhoods were dangerous and risky investments and were therefore able to reject loans to African Americans altogether.[41]

Blacks ended up living in extremely run-down and overcrowded areas of the city, such as Black Bottom (Detroit)) and Paradise Valley, which were radically disinvested and thus left blighted. Legislation

In 1934, the practice of redlining neighborhoods emerged through the National Housing Act of 1934. This practice, also known as mortgage discrimination, began when the federal government and the newly formed Federal Housing Administration allowed the Home Owners Loan Corporation to create "residential safety maps," which described the level of safety for real estate investments in 239 cities in the United States. On these maps, high-risk areas were outlined in red, and high-risk areas were considered areas highly populated by African Americans or other minority groups. This legislation occurred during the New Deal era and provided the basis for future public housing programs. This law allowed the creation of around 160,000 public housing units. Over time, white middle-class residents moved out of public housing, either by taking advantage of federally subsidized mortgages in the suburbs or by being actively evicted due to lower income thresholds.[45] Vacancies were filled with low-income residents, predominantly minorities excluded from other government programs, who faced ongoing racial discrimination and made up the majority of the poor population at the time.[9]

At the end of World War II, the G.I. Bill promoted segregation practices by keeping African Americans out of European American neighborhoods, showing another side of African American housing discrimination. When millions of American soldiers returned home from abroad, they took advantage of the "Military Readjustment Act" or the American GI Bill. This important document was signed in 1944 by Franklin D. Roosevelt, and provided education and training opportunities for veterans, guaranteed loans for homes, farms or businesses, assistance in finding work, and unemployment payments of $20 per week for up to 52 weeks if a veteran could not find work.

African Americans encountered discrimination when trying to buy a home in overwhelmingly European American neighborhoods. Realtors did not show these houses to African Americans, and when they did, they tried to convince them not to buy the house. The most comprehensive federal fair housing law of its time, this legislation mandated fair housing as national policy and restricted discriminatory practices. Specifically, discrimination on the basis of race, color, religion, sex, or national origin was prohibited in the rental, sale, financing, and brokerage of housing or housing services. However, this law did not give the Department of Housing and Urban Development (HUD) much power to enforce the law. During his presidential term, Nixon's federal housing policy undermined the Fair Housing Act. His policy recognized that federal law requires nondiscriminatory practices in federal housing matters, but he did not provide presidential support. Nixon declared that the government could not force suburban desegregation or economic/racial integration. In doing so, he secured many suburban votes, but further exacerbated the problem of housing inequality by not supporting subsidized housing programs to aid desegregation.[4]​.

The Equal Credit Opportunity Act provided protection against creditor discrimination. It stated that creditors could not discriminate against applicants on the basis of race, sex, marital status, religion, ethnicity or age. Designed to complement the Fair Housing Act on specific forms of housing discrimination, this legislation offered more protection against discrimination in lending practices.[4]​.

Like the Equal Credit Opportunity Act of 1974, this legislation was also designed to supplement the Fair Housing Act in specific areas of housing discrimination. This law protected applicants from discrimination across lending institutions by requiring any financial institution that provides federally-related mortgage loans to disclose data annually. This included reporting on the amount and location of federal housing-related loans (by census tract or zip code). The Community Reinvestment Act of 1977 required banks to apply the same anti-discrimination guidelines to their lending criteria in all circumstances. Trends by minority group

Residential segregation is generally measured by uniformity and exposure. Evenness is defined as the relative dispersion of a given racial group in a metropolitan area, while exposure is defined as how much a member of a given racial group is exposed to a member of another racial group.[5]​[7]​ Overall, the number of integrated neighborhoods has continued to increase since the passage of the Fair Housing Act in 1968. A deeper look at community disinvestment can be called devaluation. The relegation of African Americans to certain contained neighborhoods continues today. Socioeconomic status

One theory of the cause of residential segregation is the income gap between minority groups and their white counterparts. On the other hand, Asians experience a smaller gap in terms of income, education, and occupation levels compared to their white counterpart.[5]​ These factors, education and occupation, influence an individual's income and purchasing power. For African Americans, Asians, and Latinos, higher incomes resulted in less segregation from their white counterparts, while lower incomes resulted in greater segregation from their white counterparts. However, the fact that an increase in socioeconomic status has resulted in a greater decrease in segregation for Latinos and Asians and a smaller decrease in segregation for African Americans suggests that socioeconomic status alone cannot explain residential segregation.[7][5]​.

Spatial assimilation and immigration

Recent immigration reforms and policies to the United States have led to an influx of immigrants from Latin America and Asia.[7]​[9]​ Spatial assimilation theory states that immigrants are more likely to experience residential segregation due to a variety of factors such as social networks, family, income, and cultural preferences. When moving to a new country, immigrants are more likely to relocate to an area where they feel comfortable and accepted. Furthermore, their income may only allow them to occupy spaces that are more ethnically diverse.[5]​ The three-generation model is a theory that attempts to explain assimilation between generations. He claims that over time, as children of immigrants become more acculturated, they begin to disperse geographically and assimilate into suburban neighborhoods. Therefore, there is a correlation between residential segregation and the intergenerational process of assimilation.[10]​.

The acculturation of immigrant children is also related to the socioeconomic status of the parents. As children become more acculturated to the customs of the host country, they become more comfortable with cultural norms and improve their speaking skills. Higher socioeconomic status allows them to disperse from the ethnically concentrated community and move to neighborhoods with better services and quality housing. This process over several generations ultimately results in the continued desegregation of wealthier, predominantly white suburban neighborhoods.[5]​.

Among all minority groups, foreign-born immigrants experience greater segregation from whites than native-born groups. However, assimilation varies among minority groups. In general, Latino-white segregation is higher than Asian-white segregation. Black-white segregation is the highest when comparing all minority groups. New immigrants tend to experience higher levels of segregation than immigrants who have lived in the host country for some time.[5]​.

Relocation

Once their old neighborhood has been gentrified, many of the residents are forced to move, if they have not already done so. When searching for a new residence, African Americans are very likely to encounter discrimination on some level. Audits by the U.S. Department of Housing and Urban Development and a subsequent Housing Development Study suggest that if real estate agents have the opportunity to discriminate, they generally do so.[6] These studies looked at the number of cases in which whites were given more information about available units or financing options or were shown additional units in proportion to African Americans. The results showed that whites were systematically favored in both rental and for-sale units in all metropolitan areas of the United States. Racial orientation was also taken into account during these audits, and it was shown through the results that African Americans were shown homes in areas that had more minorities, lower home values, or lower median incomes than homes that were shown to European Americans, even if their economic status was the same. It was shown that approximately one in three encounters, African Americans were systematically directed to these non-European American neighborhoods.[6]​.

This segregation is not self-imposed. That is, African Americans do not prefer to live in neighborhoods that are overwhelmingly black.[6] Evidence from a 1976 Detroit Area survey shows that African Americans strongly favor desegregating the United States, with the overall ideal neighborhood being 50% black and 50% white. Whites, on the other hand, favor white-dominated neighborhood composition. In the same survey, about a quarter of white respondents said they would feel uncomfortable if their neighborhood was more than 8% black. Once the neighborhood reached 21% black, nearly half of the whites surveyed said they would feel uncomfortable.[6]​.

Unequal standard of living

One of the important social effects on the individual that results from residential segregation is the influence on behavior. Segregated communities tend to decrease the rate of assimilation, especially the ability to speak English, which is considered a primary aspect of assimilation in the United States.[10]​ The ability to speak English has been shown to result in a higher rate of desegregation in communities.[5]​ Another behavioral influence of residential segregation is the effect on the social networks created. Friendships and marriages tend to occur more likely between people who live nearby. In other words, people who are spatially separated are less likely to form lasting relationships.[10]​ One negative behavioral influence of residential segregation is the perpetuation of violence. Specifically with gang activity, the higher the level of segregation, the greater the density of altercations between rival gangs.[10]​.

Many studies have shown that racial or ethnic minority neighborhoods are disproportionately affected by environmentally related health problems, such as a lack of healthy food options, a lack of available pharmacies, and increased alcohol and tobacco advertising.[11]​[12]​ Additionally, in recent years there has been a trend toward the concentration of ethnic minorities in low-income urban neighborhoods.[12]​ One of the factors associated with this increase in low-income urban neighborhoods is residential segregation.[11]​ Many of these urban, low-income neighborhoods experience unequal accessibility to services compared to their suburban counterparts, often resulting in an unhealthy food environment.[12][11]​.

One of the main reasons for the increasing presence of unhealthy food environments in these neighborhoods is the emergence of food deserts. Several theories about the rise of food deserts in low-income neighborhoods circulate in the literature. One of the prevailing theories states that food deserts resulted from the development of larger supermarkets in affluent areas and the closing of small independent grocery stores that could not compete economically. Another theory claims that supermarket development changed spatially with increasing income segregation. As more affluent middle-class people moved to the suburbs, many inner-city grocery stores closed due to lack of business.[11] Another prevalent theory is the idea of ​​supermarket redlining, the unwillingness of supermarkets to open stores in the city center due to various economic reasons.[12]

This overall development of unhealthy food environments in low-income urban neighborhoods affects the development of health in community members.[12]​ The lack of healthy food options forces these residents to purchase and consume energy-dense food options, such as meals at fast food restaurants.[11]​ These residents are also forced to purchase highly processed foods due to the lack of fresh food options. Additionally, foods at independently owned grocery stores are typically 10 to 60% more expensive than foods offered at large supermarket chains.[12]​.

Another area of ​​health equity issues that disproportionately affects minority neighborhoods are safety concerns. One safety issue in particular that is growing in concern is the trend of wildfires disproportionately affecting minority communities across the United States. The most recent tragedy was the fire in the Bronx, New York, at the Twin Parks affordable housing building that killed approximately 19 people, all of them immigrant families from Gambia and other West African countries. The cause of these deaths can be directly attributed to the inability of building management to meet the needs of providing safe shelter for its occupants. The main factor was not providing heat throughout the building, forcing tenants to use space heaters or other methods to heat their apartments, which were unsafe. As expected, a fire occurred, but the secondary factor that made this fire more tragic is the lack of fire protection systems in the building, which allowed smoke to travel throughout the building, causing smoke inhalation to be the cause of all the deaths.

This trend is becoming all too familiar throughout the United States, as these events have been reported in major cities in low-income neighborhoods. Specifically in New York City, the New York City Comptroller submitted a 2023 report that found that more than 1,000 buildings have a chronic history of not providing heat over the past 5 years and that the city did not enforce any measures in 25% of those buildings. What this illustrates is that there are many more potential fires that can be started by tenants just trying to stay warm. Additionally, many of these affordable housing buildings again lack working fire prevention devices such as smoke detectors and other fire protection systems such as sprinkler systems, which will ultimately lead to more deaths if enforcement of these systems is not implemented.[51]​.

Housing segregation has an effect on the quality of education received by community members.[1]​ [7][13]​ Specifically, the spatial separation of specific populations due to housing segregation leads to geographic concentrations of quality education. For example, public schools in suburban areas are generally better equipped with resources, have a higher percentage of quality teachers, and produce a greater number of successful students.[7]​ The negative effects of housing segregation on the quality of education are demonstrated by the lack of integration and diversity in schools. The Equal Educational Opportunity study in 1966 found that the racial composition of schools affected student success more than the resources available to the schools.[52] This cycle of inequality of educational opportunity is perpetuated by the housing market. Areas with quality school systems generally contain higher housing prices and higher property taxes. Additionally, these areas tend to be racially and economically homogeneous.[7]​.

One of the main reasons for the inequality of educational opportunities is the low accessibility to the suburbs by minority groups due to lack of income. Suburban areas, which contain higher quality education, are less accessible to low-income minority groups.[1]​[7]​ Another reason for the inequality of educational opportunities is the increase in parental schooling options. In addition to public schools, parents with enough purchasing power can choose to send their children to private schools, magnet schools, and even home school. Other options include charter schools. These various educational options contribute to the relationship between school quality and school enrollment demographics.[7]​ The quality of education also affects the outcomes of community members. In other words, the type of education children receive plays an important role in their future economic opportunities.[1]​[13]​ Students surrounded by other educated members of the community often experience more success in school.[13]​ Additionally, the community environment and quality of housing affect the dropout rate of students.[1]​.

Housing segregation affects the development of concentrated areas of poverty, especially among racial minority groups.[14][15] Housing segregation interacts with existing poverty rates among minority groups, especially African Americans and Latinos, to perpetuate the cycle of poor people moving to concentrated areas of poverty. These concentrated areas of poverty often experience a lack of public services and infrastructure. Studies have shown that these residential areas often have fewer employment opportunities, unequal school environments, and higher health risks. These factors combine to perpetuate poverty and impede social and spatial mobility. Lack of employment opportunities comes in many different forms, such as decreased accessibility to jobs due to transportation or unavailability of jobs due to location. The result of inequality of economic opportunity is increased income segregation. This further perpetuates poverty because low-income residents experience a greater rental burden, forcing them to accept low-quality housing.[15]​ This cycle of poverty also extends across generations. This means that children living in low-income neighborhoods are more likely to experience poverty and the same standards of living as their parents' generation.[16]​.

In addition to income segregation, the effects of housing segregation on the development of concentrated areas of poverty are also associated with racial and class segregation. Class segregation plays a role in the concentration of areas of poverty in which the well-off classes of society wish to separate themselves spatially from the less fortunate and poor class. As a result, they move toward wealthier neighborhoods leaving the poor concentrated in a given area. Racial segregation also plays a role in the concentration of areas of poverty. In fact, the degree of housing segregation due to racial differences is greater than the degree of housing segregation due to class differences. The three factors of income, class, and racial segregation can explain the increasing concentration of poverty in certain areas.[14]​ These three factors can be associated with the causes and effects of housing segregation.[15]​.

Community Building Strategies

The relationship of community members is often affected by their physical environment. Diverse neighborhoods containing various racial and ethnic groups experience many barriers to community collectivism, such as culture, economic background, and core values. However, having a strong community building strategy can help break down the barriers of segregation. Leaders of strong pro-diversity community organizations emphasize the need for a sense of community among members. Creating a diverse and stable neighborhood requires focusing on economic development, community safety, and education.[10]​.

Focusing on economic development means creating a market in the existing neighborhood. This not only creates jobs for community members, but also inhibits disinvestment, a common cause of housing segregation, in neighborhoods. Community safety strongly influences the perception of a neighborhood's stability. Active participation by community members in the safety of their neighborhood increases community effectiveness because there is a perception of controlled crime which, in turn, gives people a sense of control over their quality of life. Education is also related to the positive or negative perception of a neighborhood. Schools not only foster safe environments for intercultural cooperation, but also influence community attitudes toward race, ethnicity, and diversity.[10]​.

U.S. Department of Housing and Urban Development

Traditionally, public housing programs perpetuate housing segregation by forcing minority populations to live in low-income neighborhoods that contain lower quality housing options. Public housing has also been designed to keep minorities out to maintain the integrity of the so-called "white suburb" and place minority groups in other areas.[53]​ However, the Section 8 housing program combats this problem by providing households with housing certificates/vouchers that can be used to rent units anywhere in the private market at a moderate price. In other words, low-income families have the opportunity to move into higher quality, affordable housing. This choice and mobility option offers a solution to the social and economic isolation of minority populations. Additionally, families who use these housing vouchers are more likely than public housing residents to live in racially and economically integrated neighborhoods.[10]​.

The U.S. Department of Housing and Urban Development's federal housing assistance program is the largest housing assistance program in the country. Voucher/certificate recipients contribute 30% of their income toward rent and the government subsidizes the difference. Not only is the program less expensive because it depends on the existing housing market, but it is also more likely to offer quality, affordable housing to participants. This program contrasts previous housing programs that often clustered federally funded families in low-income urban neighborhoods. This program is extremely effective, as most participants live in areas with less than 20% poverty.[17]​.

Despite this effectiveness, there is still a racial disparity between participants' success. Overall, participants of all races are more likely to live in low-poverty, racially heterogeneous neighborhoods compared to their public housing counterparts. However, African American and Latino recipients are much more likely to live in high-poverty areas compared to white recipients.[17]​.
