Urban planning for emergencies
Introduction
The National Committee for Disaster Risk Management (COGRID) is the highest body in charge of planning and coordinating the National Disaster Prevention and Response System in Chile. It is empowered to establish itself and carry out its functions to address the phases of the disaster risk cycle.[1].
There are also Regional and Communal Committees for Disaster Risk Management in each of the regions and communes of Chile, which are responsible for the planning and coordination of the Disaster Prevention and Response System at the regional and communal level, respectively.[1].
Function
In accordance with Law No. 21,354, the Disaster Risk Management Committees are in charge of planning and coordination in the Mitigation and Preparation Phases at each level, and of the planning, direction and intersectoral coordination of actions in the Response and Recovery Phases in areas affected by an emergency.[1].
The functions of the National Committee are:[1][2].
• - Propose to the President of the Republic, for approval, the National Policy for Disaster Risk Reduction.
• - Approve the National Strategic Plan for Disaster Risk Reduction, at the proposal of the National Disaster Prevention and Response Service (SENAPRED).
• - Approve the National Emergency Plan, at the proposal of SENAPRED.
• - Approve the instruments indicated in the law and that are necessary in matters of disaster risk management.
• - Coordinate, through the National Director, the Regional Committees, with the aim of developing the capacities and resources to strengthen disaster risk management in said territorial unit and its instruments.
COGRIDs take different courses of action as appropriate in each phase of the disaster risk cycle (Mitigation, Preparedness, Response, Recovery), and according to each territorial level. In the COGRIDs of the Mitigation phase, for example, decisions related to long-term prevention are made, while in the Response phase immediate measures are taken to deal with emergencies.[3].
