Urban mobility plan
Definition
Mobility policies or sustainable transport are understood as those actions of administrations to facilitate citizens' access to work, study, services and leisure through various modes of transport: on foot, by bicycle, in ecological vehicles, in public transport and in shared-use cars.
Equity (universal access without discrimination), the reduction of congestion and respect for the environment have generalized so-called "sustainable mobility" policies that attempt to combine maximum freedom of access with the stabilization or reduction of the consumption of fossil fuels (to avoid global warming) or nuclear electricity (to avoid damage to the environment caused by the generation of electricity by nuclear energy) for electric or hybrid vehicles.
According to Montezuma (2003)[1] The concept of urban mobility offers a broader perspective of individuals in their socioeconomic and spatial reality (age, gender, socio-occupational category) than the term transportation, which is limited to a relationship of supply and demand expressed schematically, on the one hand, in the amount of infrastructure and means of transportation and, on the other, in the number of trips per person per day according to reason, mode, itinerary, time.
Decalogue to refocus mobility policies
The geographer Màrius Navazo (2007[2]) shares in the form of a decalogue his approach to the tools that promote a sustainable mobility model. He maintains that the criteria contained in the decalogue can help urban planners and decision makers in the construction process of metropolises.
