Introduction
The urban legislation of Spain is based on Urban Planning Law, which is a branch of Administrative Law formed by the set of legal rules that regulate urban planning, territorial planning and land use "Land (urban planning)"), and therefore establish the specific powers and obligations of the land owner.[1].

Un Plan Especial de Reforma Interior (PERI) es un sistema de gestión urbana en España. Está formado por instrumentos de planeamiento de desarrollo para transformar ciudades y cambiar la configuración de las zonas sustituyendo y rehabilitando construcciones e instalaciones existentes, eso sí, siempre conservando los elementos con cualquier tipo de interés.
Se denomina Reforma interior, en urbanismo, a la organización de las ciudades que han sufrido una evolución a lo largo de su existencia.[2] La organización de la ciudad clásica se caracterizaba por su concentración alrededor de los castillos, en la época romana se distinguen dos calles principales que cruzan toda la ciudad y a partir de las cuales la ciudad sufre su desarrollo.
A la hora de realizar este tipo de planes han de respetar todos las ordenanzas, leyes y normas así como los aprovechamientos de la zona afectada, además puede verse delimitado por el plan general de ordenación (PGOU) y las normas urbanísticas municipales, es decir que no puede modificar la estructura fundamental del plan general. Pueden aplicarse en suelo urbano ya sea o no consolidado.
History
Upon reaching contemporary cities you can see how two very important phenomena appear, on which the configuration of cities depends; namely: the strong concentration of the market in certain areas that tend to be urban centers (main squares) and work areas. With them appeared the internal reform, which significantly increased the prices of the plots affected by it, emerging differentiated neighborhoods in the cities according to the economic capacity of the population.
Contemporary cities are characterized by new streets with better aesthetic characteristics thanks to better lighting, greater street widths, trees in them, greater hygiene and better sanitary conditions than the existing ones. At the time when the industrial city appeared, thanks to the industrial revolution, the number of industries that were installed in cities increased considerably with the subsequent pollution problem that this entailed. At first, work was close to homes, which did not entail travel problems. With the development of the automobile and the increase in distances to work centers, the predominant problem was congestion.
