Introduction
land administration, land management or soil management, refers to the administrative and practical processes related to the use and development of land as a natural resource. It involves the management of critical problems and key concepts that should be kept in mind when examining the environmental impacts of development projects that involve modifying the contour or surface of the earth. These may have a possible impact on other resources, including groundwater or surface water, its usefulness in organic agriculture, the potential for reforestation and eco-tourism projects.[1] Land management can have positive or negative effects on terrestrial ecosystems. Excessive or inappropriate use of land can degrade and reduce productivity and alter natural balances.[2].
Land rights are usually explicitly recognized by the governments to whom governance in the field of land administration occurs.[3].
History
The analysis of the impact on the distribution and use of land is relevant in terms of the preparation and review of a plan to mitigate adverse impacts to be included in each environmental assessment report on land and water resources.[4] The term land administration was established for that purpose in 1993 by the United Nations Economic Commission for Europe (UNECE) in its Guidelines for Land Administration.[5].
The World Bank defines sustainable land management as a process in an environment loaded between environmental protection and the claim to guarantee ecosystem services, balanced with effective productivity of agriculture and forestry with respect to population growth and increasing pressure on land use.[6].
