Public policy plans that are related to climate change have scenarios projected to 2030 and 2050 and updates every twelve years that allow them to incorporate improvements as time goes by.[4] Based on these national-level plans, comprehensive climate change management plans must be designed at the territorial and sectoral level. In general, any planning instrument in Colombia must take into account and consult these documents, which are made to guide the public and private sector and communities in the implementation of actions to adapt to climate change and mitigate greenhouse gases and their impact on ecosystems, living beings and society.[4]​.

In 2022, CONPES approved document 4088 in which it describes the strategic importance of seven national investment projects that seek to reduce greenhouse gas emissions and adapt to climate change in the country. The projects include eco-efficient stoves, increased blue carbon banks in mangroves, updates to IDEAM's hydrometeorological information systems and vulnerability, forest plantations and a more efficient use of resources in the productive sectors, accumulating an investment of 187 billion pesos between 2022 and 2025.[11]​.

Colombia is not a highly emitting country of greenhouse gases: the country is not and will not be in the near future a significant emitter of greenhouse gases such as carbon dioxide or methane, which is why the objectives of its public policies have been described as unfocused and inconsistent with the needs of the Colombian context.[1]​In effect, national emissions place Colombia in 139th place out of 182 countries in the ranking of CO2 emissions, with 88.47 megatons in 2022.[12]​.

The Policy does not explicitly recognize the link between the climate crisis and human rights and has a high technical content. Together with Law 1931 of 2018, they are regulatory documents that are developed from the basic dimensions of climate action: mitigation and adaptation and for academics and climate litigants, there are gaps in the integration of these policies, their regulations, the actors involved and the necessary financing.[13]​.

In 2012, Colombia had published two related public policy documents, the National Plan for Adaptation to Climate Change and the National Policy for Disaster Risk Management, which aimed to increase the capacity to adapt and offer protection to the population in Colombian territory and contribute to an increase in the quality of life and sustainable development.[6]​[1]​.

During the COP 21 for Climate Change in Paris in 2015, the country committed to reduce its greenhouse gas emissions by 20 percent by 2030 and, if it receives greater international financing, reduce emissions by up to 30 percent.[5] Colombia also committed that all its territorial units, that is, departments, municipalities and districts would have climate change plans formulated and implemented and committed to protect rivers and safeguard some ecosystems.[7]​.
