Introduction
Urban Action Program (PAU) is, in Spain, the legal framework for urban development of complete neighborhoods defined in Royal Decree 2159/1978 of June 23.
The urban action programs carry out the planning and urbanization of land classified as developable land not programmed for the realization of integrated urban planning units. These integrated urban planning units are usually new neighborhoods, with sufficient services and equipment to guarantee the satisfaction of the population's own demands or the economic and social activities that are developed within the neighborhood. The urban action program must also specify the infrastructure works necessary for the correct connection of the new neighborhood with the rest of the city from the moment people begin to live.
Through the Law on Territorial Planning and Urban Activity, LOTAU, the autonomous community of Castilla-La Mancha, expanded the powers of the PAU, which already operate on both Unconsolidated Urban Land, as well as Developable Land, or even Reserve Rustic Land.
The names of the PAU
Often the programs develop completely new neighborhoods or even districts in cities. It is common that in these cases the new neighborhood or district is renamed with the name of the program, such as the recent PAU of the city of Madrid: PAU of Las Tablas "Las Tablas (Madrid)"), of Montecarmelo, of Sanchinarro, etc. In others, the program acts on all or an area of existing neighborhoods or districts. In these cases, once the plan is completed, the actions are included within the pre-existing neighborhoods, under its name. An example in Madrid is the PAU of Carabanchel, whose development extends between the districts of Carabanchel and Latina, "Latina (Madrid)"), specifically in the neighborhoods of Buenavista "Buenavista (Madrid)") and Cuatro Vientos "Cuatro Vientos" (Madrid)").
