Territorial cohesion strategy
Introduction
The Territorial Planning Plan for the Urban Agglomeration of Malaga (POTAUM) is a territorial planning instrument that establishes the basic elements for the organization and structure of the metropolitan area of Malaga (Spain), being the territorial reference framework for the municipal PGOUs and for actions with an impact on the planning of the territory.
The plan has been drawn up by the Department of Public Works of the Government of Andalusia.
Opportunity areas
The POTAUM establishes a series of opportunity areas, conceived as new places for a new scenario and to rebalance the functioning of the agglomeration. Several types of opportunity area are distinguished.
On the one hand, there are the areas of opportunity for productive content, intended for the location of companies and economic activity in general, of which eight are established:
On the other hand, there are the opportunity areas for residential content, intended for the location of homes. Five of these areas are identified, located in the districts of Campanillas and Puerto de la Torre in Málaga, Alhaurín de la Torre, Cártama and Álora.
Finally, the areas of tourist promotion, of which two have been identified, are located in places of scenic quality within the agglomeration, in Totalán and Almogía.

Los sistemas de cohesión territorial según el plan son estrategias de ordenación que tienen por objetivo articular y moldear la aglomeración. el plan establece tres sistemas, que son: el sistema de comunicaciones y transportes, el sistema de espacios libres de uso público y el sistema de equipamientos de carácter metropolitano.
Communications and transportation system
This system is made up of the railway network, the metro network, the road network, the port and the airport. For the railway network, the plan proposes strengthening connections with the center and west of the peninsula through Córdoba "Córdoba (Spain)") and Seville, with Almería and the Mediterranean corridor and with the bays of Algeciras and Cádiz through the Costa del Sol corridor. For the Malaga metro, it is proposed to extend line 1 to the PTA, while the expansion of the airport and port is already in process.
