Territorial articulation plan
Introduction
The Plan for Territorial Planning of Andalusia (POTA) is a territorial planning instrument that establishes the basic elements for the organization and structure of the territory of the autonomous community, being the territorial reference framework for subregional plans and for actions with an impact on territorial planning, as well as for public action in general.
The POTA, approved by Decree 206/2006, of November 28, marks a milestone in the efforts of successive Andalusian Governments to consolidate territorial planning as a public function in Andalusia. Its preparation and approval was carried out in accordance with the provisions of Law 1/1994 of Territorial Planning of Andalusia (LOTA), Decree 83/1995, of March 28, by which its formulation was agreed and Decree 103/1999, of May 4, by which the Bases and Strategies of the Territorial Planning Plan of Andalusia were approved. It came into force on December 30, 2006, after being approved by the Parliament of Andalusia.
This Plan provides the Regional Government of Andalusia with the territorial strategic framework that will guide its long-term planning and public policies and, to this end, establishes the Territorial Model of Andalusia and a set of Territorial Development Strategies.
The main objective of POTA is to contribute to sustainable, cohesive and competitive territorial development of the autonomous community of Andalusia.
General content
The POTA makes a diagnosis of the territorial opportunities and problems of Andalusia, the specific objectives to be achieved and the proposals to be developed during the validity of the plan and proposes a territorial articulation scheme made up of a system of cities and their areas of influence, the main communication axes of the territory, the criteria for improving accessibility and the basic infrastructures of the transport, hydraulic, telecommunications, energy and other similar systems.
The POTA establishes the basic territorial criteria for the delimitation and selection of territorial, environmental, economic and sectoral planning areas, as well as for the location of infrastructure, equipment and services at a supra-municipal level and for the location of public actions to promote economic development, for the best use, exploitation and conservation of water and other natural resources and for the protection of historical heritage "Historical Heritage (Spain)") and cultural heritage.
