Technical inspection contract
Introduction
The Directorate General of Organization and Inspection (DGOI) of Spain is the governing body of the Ministry of Transport and Sustainable Mobility, attached to the Undersecretariat, which is in charge of managing the internal services of the Department and the general inspection of all its bodies and agencies.
History
The origin of the current body is in the 1977 reform. That year the General Directorate of Services was created, which assumes the general subdirectorates of services of the Ministry of Public Works and of Housing "Ministry of Housing (Spain)"), the General Subdirectorate of Administrative Coordination of the Ministry of Public Works, the General Office of the Ministry of Housing and the Services of Professional Chambers and Colleges and the Resource Center of the same Ministry.[1][2] In In 1991, the Ministry of Public Works and Urban Planning and the Ministry of Transport, Tourism and Communications merged, creating two general directorates of services, one for public works services and the other for transport services.[3].
In 2000, the body was created again as the General Directorate of Organization, Procedure and Control (DGOPC) from the bodies of the Undersecretariat related to internal management and central services, human resources, administration and financial management, ICT and inspection of services. Likewise, it assumed the Budget Office of the General Directorate of Economic and Budgetary Programming.[4][5] The body was abolished in 2004 and its services went to the Undersecretariat.[6].
In 2009, the then Minister of Public Works, José Blanco López, reformed the ministerial structure so that although the functions remained within the scope of the undersecretariat, they would be carried out by a higher body with a general management level called Directorate General of Services (DGS). This general directorate assumed the superior direction of the Chief Officer's Office, of the General Subdirectorate of Human Resources, of the General Subdirectorate of Administration and Financial Management, of the General Inspection of the Department and of the General Subdirectorate of Information Technologies and Electronic Administration.[7][8].
This name barely lasted a year and in 2010 it was renamed General Development Inspectorate, which assumed the same powers and bodies and had the same level of general management. As a novelty, the Public Works Council was attached to this body.[9].
