This association was founded in Toronto in 1993 by various government, business and environmental organizations such as the World Wildlife Fund. The main decisions are made in its general assembly that meets once every three years. It is made up of three chambers: Environmental, Social and Economic. A board of directors is responsible to the FSC members and an executive director, supported by a multicultural and professional team, runs the FSC day to day from the head office.

Through consultative processes, FSC develops standards and policies for sustainable forest management, as well as accrediting certifying entities to evaluate candidates for forest certification.

The certification process is a voluntary, independent, third-party assessment of compliance with FSC international standards. In fact, inspections are carried out by more than 30 certification bodies around the world. The certification bodies are in turn accredited by the international accreditation body ASI (Accreditation Services International).[9]​ One of the main activities of the FSC is the development of standards according to the code promoted by ISEAL.[10]​ These standards, in turn, are adapted by national working groups recognized by FSC. At local level (national and continental), FSC is represented by a network of approximately 45 network partners, some of which are true "National Offices" that contribute to promoting certification in their country and helping to obtain it. One of them is FSC Spain, whose activity began in 1998 with the help of WWF Spain and, since 2001, continues with the representation developed by the 'Association to promote forest products and services'.

The Spanish Forest Management standard for Certification FSCFSC-STD-ESP-03-2018 ES, according to version 5 of the FSC Principles and Criteria (P&C), was approved on August 23, 2018 and came into force on January 15, 2020.
