Supramunicipal management
Introduction
The Community for the management of urban solid waste Ribera Alta de Navarra (MRSURAN) is a supra-municipal entity that brings together some of the municipalities of the Ribera Alta de Navarra region, in Navarra (Spain).[1] It was established in 1990 to be in charge of the comprehensive management of urban solid waste of the 9 joint municipalities and currently also provides the public sewage cleaning service.
The combined population of all the joint municipalities as of January 1, 2018 is 31,801 inhabitants.[2] The headquarters of the commonwealth is located in Peralta.
Member municipalities
Since its founding, the community has been made up of 9 municipalities: Azagra, Cadreita, Falces, Funes "Funes (Navarra)"), Marcilla, Milagro "Milagro (Navarra)"), Peralta, San Adrián "San Adrián (Navarra)") and Villafranca "Villafranca (Navarra)"). The community participates in the Navarra Urban Waste Consortium.

President of the Commonwealth
The president is elected by the General Assembly of the commonwealth every four years, after the municipal elections have been held from among the members of the Assembly, who in turn must always be either councilors or mayors of the joint municipalities. He is responsible for representing the commonwealth and directing its government and is replaced by a vice president who is elected in the same session.
Urban waste management, Peralta packaging selection center
The Commonwealth of Ribera Alta has a packaging selection plant, located in Peralta. The plant began its activity in 1999, but with little automation. In 2008 the packaging selection plant improved its facilities and automation.
