Special Protection Plan
Introduction
In Spain, the permanent action of the public powers, in matters of civil protection, is aimed at the study and prevention "Prevention (extreme natural phenomena)") of situations of serious risk, catastrophe or public calamity and at the protection and relief of people and property in cases where such situations occur.
Civil protection is a public service in whose organization, operation and execution the different Public Administrations participate, as well as citizens through the fulfillment of the corresponding duties and the provision of their voluntary collaboration.
In the event of declaration of states of alarm, exception or siege, civil protection is subject, in all its actions, to the competent authorities in each case.

State level
Civil protection currently finds its legal basis, within the Constitution, in the obligation of public powers to guarantee the right to life and physical integrity, as the first and most important of all fundamental rights – art. 15 – in the principles of national unity and territorial solidarity – art. 2– and in the essential requirements of administrative efficiency and coordination –art. 103–. By Law, in accordance with article 30.4 of the Constitution, duties may be imposed on citizens to deal with cases of serious risk, catastrophe or public calamity, authentic de facto assumptions of civil protection.
On this basis, Law 17/2015, of July 9, on the National Civil Protection System[1] was approved.
The following regulations complement the state regulatory framework:
• - Royal Decree 524/2023, of June 20, which approves the Basic Civil Protection Standard.[2].
• - Royal Decree 1378/1985, of August 1, on provisional measures for action in emergency situations in cases of serious risk, catastrophe or public calamity.[3].
• - Royal Decree 393/2007, of March 23, which approves the Basic Standard for Self-Protection of centers, establishments and agencies dedicated to activities that may give rise to emergency situations modified by Royal Decree 1468/2008, of September 5.[4][5].
