Space conflict management
Introduction
Marine Spatial Planning (MSP) is a practical approach to managing conflicts and compatibilities in the marine environment, in the face of increasing development pressures and growing interest in nature conservation. The Intergovernmental Oceanographic Commission (IOC) of UNESCO defines MSP as a “public process that analyzes and maps the spatial and temporal distribution of human activities in marine areas, to achieve certain ecological, economic and social objectives that are usually specified through a political process.” In a broad sense, PEM can be defined as: “The analysis and allocation of three-dimensional areas of marine spaces for specific use or non-use in order to achieve ecological, economic and social objectives that are normally specified through policy implementation”[1].
