Social evaluation
Introduction
The Undersecretary of Social Evaluation of Chile is an undersecretary of State dependent on the Ministry of Social Development and Family, and whose function is the design, coordination and evaluation of the social policies of the government of Chile, in order to contribute to improving the targeting of social spending through the permanent evaluation of the programs implemented by the State.[2] Since March 11, 2022, the respective undersecretary is Paula Poblete Maureira, acting under the government of Gabriel Boric.[3].
It was created during the first government of Sebastián Piñera, on October 13, 2011, by law No. 20,530, which in turn created the Ministry of Social Development (MDS), replacing the Undersecretary of Planning and Cooperation, then dependent on the Ministry of Planning and Cooperation (Mideplan).[4].
Features
The Undersecretary works on the analysis of social reality through surveys and social characterization, in order to detect the needs that our country has, and thus contribute to laying the foundations for the construction of public policies. With the aim of promoting the social inclusion of the most vulnerable groups, this Undersecretary's mission is also to promote the participation of civil society and the private sector in the generation of alliances that favor the social development of the country.[2] Finally, the social evaluation of public investment projects is another institutional axis, with the objective of ensuring efficient allocation of resources, making processes transparent, supporting investment decision-making and contributing to the well-being of the community.[2].
