According to the regulations of the city of Madrid, which will come into force in 2012, inspections will also include:

• - Accessibility of accesses, stairs, pavements, railings, handrails, signaling and sensory communication elements (braille, high reliefs, magnetic loop, etc.), existing elevators and other horizontal or vertical communication elements of the building or construction.

• - Thermal behavior of the building. However, the content of this information will serve to establish measures to promote the energy efficiency of buildings, without having any effect on the result, favorable or unfavorable, of the inspection.

If after the deadline for submitting the technical inspection report has elapsed, the obligated party has not carried out the inspection, the competent body will order it to be carried out, granting it an additional period to submit it, with a warning, in case of non-compliance, of the imposition of coercive fines, subsidiary execution of the technical inspection and the initiation of the corresponding sanctioning procedure.

The amount of these sanctions ranges between 1,000 and 6,000 euros, in addition to the amount derived from the subsidiary execution of the technical inspection at the expense of the obligor. If there is opposition from the owners or residents to the inspection, the corresponding court order will be requested to enter and carry out the technical inspection.

In the event that the building is in good condition, the result of the ITE will be favorable and the owners will not be obliged to do any work. The favorable inspection report and a location plan must be presented to the Town Hall, where both the limits of the plot and the buildings and constructions inspected are graphically defined. In some municipalities, it is possible to attach, in turn, a complementary technical report.

Once the documentation has been examined by the Administration, the file will be archived until the next inspection, which as a general rule will be carried out after 10 years. In addition, the building will be recorded in the Registry of buildings and constructions.

If any of the elements analyzed are affected during the building inspection, the technician will reflect the following content in the report/minute:

a) Description and location of the defects and deficiencies that affect the structure and foundation, the facades, the roofs and roofs, the general plumbing and sanitation networks and the accessibility elements existing in the building.

b) Description of its possible causes.

c) Description of the immediate security measures that have been adopted to guarantee the safety of the building's occupants, neighbors, neighbors and passers-by, if necessary.

d) Description of the recommended works and works that, in a prioritized manner, are considered necessary to correct the deficiencies described in letter a) and their estimated duration.

e) Degree of execution and effectiveness of the measures adopted and the works carried out to correct deficiencies described in the previous technical inspections of the building.
