Research laboratories (Infrastructure)
Introduction
The Unique Scientific and Technical Infrastructures[1] (ICTS, called Unique Scientific and Technical Facilities until October 7, 2014) are large facilities, resources, equipment and services that are dedicated to technological research and development, as well as promoting the transmission, exchange and preservation of knowledge, technology transfer and innovation in Spain. Its main objective is to make available to the national and international scientific, technological and industrial community essential scientific-technical infrastructures for the development of scientific and technological research that is unique or exceptional in its kind, with a very high investment, maintenance and operation cost and whose importance and strategic nature justifies its availability for the entire R&D&I group.
ICTS have three fundamental characteristics: they are publicly owned infrastructures&action=edit&redlink=1 "Owned (right) (not yet written)"), that is, they belong to or are managed by public entities; are singular, meaning they are one-of-a-kind and open to competitive access") from users throughout the research community.
The ICTS are distributed throughout the national territory and are included in what is called the “Map of Unique Scientific and Technical Infrastructures (ICTS)”. The first ICTS Map was agreed upon at the III Conference of Presidents, held on January 11, 2007, and was prepared with the participation of the autonomous communities. This Map was valid until October 7, 2014, the day on which the Scientific, Technological and Innovation Policy Council (CPCTI) approved the current one, made up of 29 ICTS that bring together a total of 59 infrastructures.[2]

National context
Under Law 14/2011 on Science, Technology and Innovation, the General State Administration, the “Spanish Science and Technology and Innovation Strategy” contemplates research, development and innovation (R&D&I) activities from a general perspective for the period 2013-2020, and considers that the deployment of the “Map of Unique Scientific and Technical Infrastructures (ICTS)” is a key instrument for the territorial development of the Spanish System of Science, Technology and Innovation, together with its integration into the European Research Area"). The general lines of the scientific policy that are included in the Strategy are specified in the state plans. Thus, the "State Plan for Scientific, Technical and Innovation Research" for the years 2013-2016 includes the objectives to be achieved in this period and the instruments to articulate the different planned actions. One of these objectives is to facilitate access to scientific and technological infrastructures and to scientific equipment, with special reference to large unique scientific and technical facilities, both national and international. All this is specified in the “State Subprogram of Scientific and Technical Infrastructures and Equipment” which aims to provide, maintain and update scientific and technical infrastructures, so that they are accessible to all agents of the Spanish System of Science, Technology and Innovation, and facilitate quality scientific-technical research, as well as the development of highly competitive R&D business activities.
