Regulation of conflicting uses
Introduction
The Regulatory Plan of the canton of Escazú is incorporated, in accordance with article 17 of the Urban Planning Law. The procedure for approval is described below:
• - a) A public hearing was called through the official newspaper La Gaceta, No. 68 of April 6, 2004. Said hearing was held on May 15, 2004 at the Escuela República de Venezuela, where the project and the proposed regulations were announced, and the verbal and written observations made by interested parties were collected.
• - b) Approval of its regulations was obtained from the National Institute of Housing and Urban Planning through the opinion of the Urban Planning Directorate of December 16, 2004, with the official letter PU-C-D-1712-2004.
• - c) The Municipal Council agreed to the formal adoption of its regulations, by absolute majority of votes, in the extraordinary session No. 59, held on December 17, 2004, according to agreement No. AC-693-04.
• - d) This regulation is published in the official gazette La Gaceta, No.54 of March 17, 2005, and information is given on the agreement of adoption and entry into force of the Regulatory Plan from that same date, unless the cases mentioned in chapter V of Transitions (Municipality of Escazú, 2005) are presented.

El Plan Regulador es un documento estructurado en seis capítulos y cuarenta y ocho artículos, entre los cuales se incluyen las disposiciones transitorias y el glosario de términos básicos. El contenido de cada capítulo, de manera condensada es el siguiente: (Municipalidad de Escazú, 2005).
CHAPTER I - Establishment and application of the Regulatory Plan
Articles 1 to 6 set out the approval procedure, conceptual framework, scope of application, construction requirements, sanctions and resources.
