Reduced mobility
Introduction
People with reduced mobility (PMR) are those who have permanently or temporarily limited mobility due to physical or motor, sensory, intellectual and mental disabilities; or for other reasons not related to disability such as aging, pregnancy, cast on extremities, among others.
[1] The International Classification of Functioning, Disability and Health (ICF) as well as the International Classification of Diseases (ICD) classify disability into four types: physical or motor, sensory, intellectual or psychological. In these four groups there is a lot of diversity and variability depending on mobility limitations.
One of the first times this term was used was in Regulation EC No. 11087/2006 of the European Parliament and of the Council of July 5, 2006, which regulated the rights of people with disabilities or reduced mobility in transport.
It is a concept widely used in accessibility, it is broader than the sole consideration of the disabled. It is made up of both those who have a disability related to mobility (sensory, motor or physical, intellectual or psychological problems) and those who have difficulties for other reasons (the elderly, pregnant women, people with small children, moving with crutches due to trauma to the lower extremities...).
The aging of the population is one of the causes that is increasing the most according to the WHO, where it makes clear in its report on disability, almost the entire world population will experience some form of disability in their lives, temporarily or permanently limiting their mobility.
The most common needs for people with reduced mobility and depending on the mobility limitation they suffer, are:.
Criticism
The universal symbol for people with disabilities internationally recognized as ISA (International Symbol of Access), as we can see in the image above on the right, blue background with a white drawing of a person in a wheelchair. It can be found in bathrooms in public places, counters, preferred routes, parking lots, to name the most common.
It can lead one to think that reduced mobility is the same as people in a wheelchair. It may be because it is the most visible type of disability, making the rest invisible.
