Protected Housing Ordinance
Introduction
The Law on Urban Planning of Andalusia develops, in accordance with the Spanish Constitution and the Statute of Autonomy of Andalusia, the powers attributed to the Junta de Andalucía in matters of urban legislation.
As a consequence of the ruling 61/1997 of the Constitutional Court"), the Parliament of Andalusia approved Law 1/1997, of June 18, which urgently and temporarily approved provisions regarding land regime and urban planning, in which it basically recovers as its own legislative text the part annulled by the ruling of the Law on Land Regime and Urban Planning of 1992, state land law of 1992").
The law preserves the principle of the public function of urban planning and establishes mechanisms to promote private initiative in the development of urban planning activity. However, it has not been able to eradicate the problems that plague urban corruption in different parts of Andalusia.

Seguidamente se muestra el desarrollo de la implantación de los instrumentos de Planeamiento general en Andalucía. Se puede apreciar el gran avance en este aspecto se ha producido a partir de la ley de ordenación urbanística de 2002. Los cuadros inferiores muestran la evolución en 1981 y 1990 que en algunos casos partían de una situación inexistente. El gran desarrollo del planeamiento también ha propiciado la aparición de casos de corrupción urbanística en algunas corporaciones municipales.
