Organization of functional areas
Introduction
The Territorial Planning Guidelines of the Basque Government[1][2] establish the axes of action on the environment, natural resources, the landscape, urban, industrial and rural spaces, infrastructure and equipment of historical and cultural heritage. The delimitation of functional areas that integrate urban and rural spaces are areas that allow territorial planning close to citizens, and the establishment of capitals to consolidate a network of medium-sized cities essential to create new development options and provide regional services to the entire functional area. The areas of influence constitute the reference base for the harmonious and coordinated development of the Community and are based on criteria of interconnection and integration, in such a way that territorial and sectoral plans, as well as municipal planning, are not prepared independently of each other, but rather all pursue coherent objectives.
