Introduction
Facultative management or construction management is the group of professionals who are responsible for directing construction works. Among its responsibilities, it must supervise the correct execution of the works[1] according to the architectural project and good practices, as well as control the quality of the materials and their correct implementation.
Construction management is understood as the function that the professional with a qualifying title and responsibility performs by controlling the faithful interpretation of the plans and technical documentation that is part of the project and the review and extension of the certificates corresponding to payments for the work in execution, including their final adjustment. For this function, he becomes responsible to the competent authority, signing the respective plans, together with the owner who with his signature ratifies that appointment, and tacitly admits it until his removal is requested.
Facultative management in mining (exploitations, blasting...) and construction of underground works (tunnels, galleries, caverns...) is the name of the position carried out by inspection and surveillance, as well as all the management powers necessary for the correct development of exploitation, construction, compliance with legislation, mining regulations and personnel safety.
