Organization
La atención de las emergencias y desastres se cumple primariamente en forma descentralizada, y corresponde a las instancias de coordinación y ejecución descentralizada y primaria el aporte de sus capacidades y recursos.
Los niveles de descentralización y coordinación del SINAE durante la atención de esos eventos adversos estarán determinados por la intensidad y cobertura del impacto, por el nivel de riesgo y por los requerimientos específicos de la respuesta. Los niveles de coordinación de la Respuesta de Emergencias y Desastres serán los siguientes:.
Primary Care
Primary care will be directed by the appropriate authority according to the characteristics of the adverse event, and will be guided by the plans prepared by that institution.
The authority responsible for Primary Care must notify the Coordinator of the respective Departmental Emergency Coordination Center (CECOED), immediately, when there are indications of one or more of the following situations:.
If the event is located within the territorial constituency of one or more municipalities, a notification will also be sent to the respective mayors. During the Primary Care phase, the municipalities will adopt the necessary urgent measures within the framework of their powers, coordinating and collaborating with the respective authorities.
Departmental Response
The Departmental Emergency Committee (CDE) is responsible for directing the Departmental Response. Each CDE must have pre-established operating and decision-making rules. During the response, the CDE has the following powers:
In each department there will be a Departmental Emergency Coordination Center (CECOED), coordinated by an official designated by the Mayor, who must implement the Departmental Response actions under the direction of the CDE.
Each CECOED must have updated Emergency Plans, which define the main threats to the department, according to criteria of probability of occurrence and potential impact. Prioritized threats must have their corresponding Contingency Plans.
National Response
When the situation requires it, the coordination of the response will be carried out by the National Response Command, which will be responsible for directing the National Response.
The National Response Command assumes national direction and is declared in Permanent Session when:.
The National Response Command will be convened by the Deputy Secretary of the Presidency, who will preside over it. For its formation, the Chief of the Police Staff, the Chief of Firefighters and the representatives and/or technicians of the institutions associated with the event will be summoned (National Directorate of Meteorology, National Directorate of Highway Police, etc.).
The National Response Command will have the following powers:
The General Secretariat of the National Response Command will be assumed by the Technical, Health and Operational Directorates jointly, and will provide general technical advice, prepare monitoring reports (based on the evaluation of risks, forecasts, needs and response capabilities), facilitate the flow of information between the institutions involved and will be responsible for ensuring the coordinated implementation of the decisions adopted.
State of Disaster
The State of Disaster will be declared by the Executive Branch, with the President of the Republic acting in agreement with the Ministers competent for the matter, or in the Council of Ministers.
The State of Disaster is determined by the magnitude and impact of the event: it is based on the need for large-scale and immediate organization, coordination and allocation of resources by national institutions and the community and, eventually, the international community.
Once the State of Disaster has been declared, the general direction of the response will be assumed by the Executive Branch.
The National Response Command will be established as the General Secretariat of the Executive Branch for the response during the State of Disaster.
