Officially protected housing (VPO)
Introduction
Housing of official protection (VPO), also known as housing with public protection or protected housing is a type of public housing designed to be affordable and promoted by the Spanish public administration, normally offered at a price below that of equivalent goods on the market.
The objective of the VPO is to enable citizens with lower incomes to acquire or rent decent and adequate housing at prices affordable to their means.
The different autonomous communities have legislated on this matter, so there is no uniform regime throughout the national territory. The explanations that follow below generally reflect only the regime of the VPOs that are covered by the State Housing Plans.

Definition
Those that meet the requirements established in the Decree[3] regulating the State Housing and Rehabilitation Plan (2009-2012)&action=edit&redlink=1 "State Housing and Rehabilitation Plan (2009-2012) (not yet drafted)" are classified as officially protected housing, or more generally, as protected housing, by the competent body of the Autonomous Communities and cities of Ceuta and Melilla. They may only be used for sale or rental and must constitute the domicile or habitual and permanent residence of their occupants, except in those cases expressly determined by this Royal Decree.
Regardless of other possible names by the autonomous communities and cities of Ceuta and Melilla in compliance with their own regulations, newly built protected housing, for sale or lease, may be classified or declared, for the purposes of the conditions and aid of this Royal Decree, as officially protected housing (VPO) of special regime, protected housing of general and concerted regime.
