New centralities plan
Introduction
The New Centrality of the East is the name of one of the urban developments planned for Madrid. Initially it was linked to the Madrid Candidacy for the 2020 Olympic Games, then, as this was not achieved, the project was paralyzed.[1].
The project was relaunched in 2023 with the authorization of the Madrid City Council for the construction of up to 20,000 new homes,[2] although the construction of these is expected to begin in 2035 and finish in 2051.[1] The project is related to other developments in the southeast of Madrid, such as those of El Cañaveral, Los Berrocales "Los Berrocales (Madrid)") or Los Ahijones,[3] with which the developable land in said area of the capital would be exhausted. These developments were framed in the Master Plan of the Southeast Development Strategy, approved in 2018, and among which the New Centrality of the East is the last to be developed. After its annulment by the Superior Court of Justice of Madrid in 2019, the City Council approved each development individually.[4] In 2021, the lands associated with the New Centrality of the East were the last in the capital that could be developed and were still pending sectorization.[1].
Situation
The territory administratively belongs to the district of San Blas-Canillejas and is located in the eastern area of Madrid, bordering to the west with the neighborhoods of Rosas "Rosas (Madrid)") and Canillejas "Canillejas (Madrid)") from which it will be separated by the M-40 highway, to the north with the industrial estate of Las Mercedes separated by the M-21, to the east with the municipality of Coslada and to the south with the Radial 3 and the district of Vicálvaro[5] Part of the territory of this development is located on land previously belonging to the municipality of Coslada, since in 2005 the municipalities of Madrid and Coslada signed an agreement through which Coslada transferred to Madrid the land located to the east of the Puerto Seco and the railway tracks in exchange for Madrid transferring to Coslada a similar extension to the southeast of Coslada previously belonging to Madrid and where today the Hospital del Henares and a section of the Cañada Real "Cañada Real (Madrid)").
Communications
The development will be delimited by the M-40, Radial 3 and M-21 highways and the municipality of Coslada, through which the development will be accessed, as well as Metro Line 7 "Line 7 (Madrid Metro)") in which there are two stations built on that section which will be equipped for passenger traffic as soon as the urban development is put into operation, and in the future it would also have stations on Line 2 "Line 2 (Madrid Metro)") at its southern end if it is finally expanded between Las Rosas and the urban developments of El Cañaveral and Los Cerros "Los Cerros (Madrid)").
