Municipal inventory
Introduction
The Catalog of historical monuments of the municipality of Querétaro is the official inventory of real estate with historical and architectural value located in the municipality of Santiago de Querétaro, prepared by the National Institute of Anthropology and History (INAH) as part of the National Catalog of Real Estate Historical Monuments.[1] Its origin is linked to the technical surveys that, since 1981, defined the Historical Monuments Zone of Querétaro and its protection perimeter.[2].
Context and development
In 1981 the Federal Government established the Zone of Historical Monuments of the City of Querétaro (ZMHQ), with an approximate area of 4 km², covering 203 blocks and nearly 1,400 buildings built between the and centuries; perimeter A (historical core) and perimeter B (aqueduct sector and Cerro de las Campanas) were defined.[3] The official declaration was published in the Official Gazette of the Federation on September 21, 1981.[4].
In 1995, the entire Historic Center and its traditional neighborhoods were declared a conservation zone, and municipal regulations were drawn up for declarations of monuments and conservation zones.[3] In 1996, the ZMHQ was inscribed on the UNESCO World Heritage List, under cultural criteria (ii) and (iv).[5] In 2011, IMPLAN Querétaro) presented the Management and Conservation Plan of the ZMHQ (PMCZMHQ), conceived as a comprehensive management instrument.[6].
Methodology and structure of the catalog
The catalog identifies each property by means of a registration number and a technical sheet that includes name, precise location, chronological data and observations of value and conservation. Within the framework of the Management Plan, a Geographic Information System (GIS) was also proposed to integrate the heritage database and facilitate its evaluation and monitoring.[7].
