In Spain, each autonomous community has its own laws on urban planning. There are two main currents, although there are mixed cases.

• A large part of the Communities follow the old state model, with three systems of action. The urban management modality is called the action system. The first system, "compensation", establishes that it is up to the owners, grouped in a Compensation Board, to execute the works under the control of the Public Administration, compensating between them the expenses and profits (burdens and benefits). The second system, "cooperation", consists of the works being executed by the public administration, passing on their cost to the owners. The third system is "expropriation"): the Administration expropriates the owners and, in its new capacity as owner, executes the works.

• Starting with the Valencian Law of the early 1990s, a model of urban development agent is established. "Urbanization is considered a public function susceptible to concession by the administration. A model of guarantees is established, as in the classic model, but it is not determined how the owners should be grouped, since the urban development agent can be any company that obtains the concession, even if it is not an owner. Some laws that follow this model only differentiate between direct management (the administration manages the entire process directly) or indirect (managed by the concessionaire developer).
