Introduction
A mancomunidad is an association of municipalities. The associations have their own legal personality to fulfill their purposes, and can exist without a time limit, or be created only for a certain time and to carry out one or more specific activities.
In some countries, associations may be created on a mandatory basis for the provision of certain services when the law so establishes.

En sentido jurídico, en España, mancomunidad hace referencia a la asociación libre de municipios, dentro del marco jurídico nacional, que crea una entidad local superior y a la que los municipios asociados delegan parte de las funciones o competencias que la ley les atribuye, al objeto de que se preste un servicio conjuntamente para todos sus miembros. De este modo, consisten en formas asociativas de municipios no territoriales y por lo tanto no requieren que los municipios que las componen sean colindantes. Es necesario, eso sí, que se fije con claridad el objetivo, que exista un presupuesto propio y unos órganos de gestión igualmente propios y diferenciados de los participantes. Requisitos: municipios, urbanizaciones o pedanías limítrofes, pertenecer a la misma provincia o consejo insular o cabildo insular y pertenecer a la misma comarca, existen algunas excepciones muy contadas (ledanía).
Navarre
In Navarra, historically, a community is a set of populations that legally form a unit. This is an obsolete administrative division, although it is used in some local entities of a traditional nature, such as the Mancomunidad del Valle de Roncal.
This figure is recognized by the Local Administration Law of Navarra of 1990, which allows it to have its own body, such as the General Board of the Roncal Valley").[1].
There are other special traditional divisions, equated in practice to the communities: the University of the Salazar Valley, the University of the Baztan Valley, the Community of the Aézcoa Valley and the Community of the Bardenas Reales.
Bolivia
In Bolivia, a commonwealth is the voluntary association between autonomous municipal territorial entities that develop joint actions within the framework of the powers legally assigned to its members for the implementation of common plans, programs and projects, within a specific period and legal framework and that requires a board of directors and organizational structure. In the procedure to form it, a constitution agreement is signed, signed by the mayors of the participating municipalities, which must also be approved by the municipal councils through an ordinance. In addition, a directory must be formed by the mayors, as well as the drafting of its statutes. Once this documentation is gathered, the processing begins with the government.
