The Ibero-American Center for Strategic Urban Development (CIDEU) is the network of Ibero-American cities that shares and promotes the culture of urban strategic thinking.

The Ibero-American Center for Strategic Urban Development (CIDEU) is an association of local governments, universities and public and private entities in Ibero-America dedicated to promoting urban planning and strategic management, founded in 1993 during the V Ibero-American Summit in Bariloche.[1]​.

In 1993, 17 Ibero-American cities and 2 universities joined the initiative of the Mayor of Barcelona (Spain) and founded the Ibero-American Center for Strategic Urban Development (CIDEU), the city where the General Secretariat has its permanent headquarters.

According to 2025 data, CIDEU is made up of more than 150 cities and 28 collaborating entities in at least 22 Ibero-American countries.[2]​.

CIDEU began its activities in 1993, responding to the demand of an initial group of cities to promote the implementation of strategic planning methodologies for urban development.

Its progress in the different stages of its history consolidates it as a network of cities that shares and promotes the culture of urban strategic thinking..

The Mission of CIDEU is to accompany Ibero-American local governments to apply the culture of urban strategic thinking in the design and management of projects aligned with a strategy, to achieve sustainable and inclusive cities.

CIDEU is governed by a General Assembly that meets annually, a Governing Council (executive body), and the General Secretariat based in Barcelona. The network is organized into six territorial regions: Andean, Brazil, Central America and the Caribbean, Southern Cone, Iberian and Mexico.[3]​.
