Intermediate city
Introduction
Comuna is a term used in Colombia to refer to an administrative unit into which the municipal seat of an intermediate or main city in the country is subdivided, which groups together specific neighborhoods or sectors. Its objective is to improve the provision of services and ensure the participation of citizens in the management of local public affairs.
The councils may divide their municipality into communes when it is their municipal seat and into townships in the case of populated centers and villages "Vereda (Colombia)") under their jurisdiction. Each commune is governed by a Local Administrative Board "Local Administrative Board (Colombia)") (JAL), made up of no less than five nor more than nine members, elected by popular vote for a period of four years that must coincide with the period of the Municipal Council.
Creation requirement
In the municipalities classified in special, first and second categories, municipal councils may organize communes with no less than ten thousand (10,000) inhabitants and in those classified in the third and fourth categories with no less than five thousand (5,000) inhabitants.[1].
In case of not meeting the requirement. In the other municipalities, the mayors will design citizen participation mechanisms through which citizens participate in the solution of their problems and needs.
Medellín, despite being elevated to a district, decided to maintain the division of communes instead of organizing them into localities "Localidad (Colombia)"); opening the possibility of creating new communes in the future.[2].
