Inspection Ordinance
Introduction
In Spain, the Technical Building Inspection or Technical Building Inspection; Better known by its acronym ITE, it is a technical control that buildings in some Spanish cities must undergo from time to time.
The ITE is a type of preventive legal maintenance, by which buildings are periodically subjected to a review of a series of elements that affect the safety of the property and the people who inhabit it.
The ITE are regulated by Royal Decree-Law 8/2011 of July 1 and by the different Municipal Ordinances, which determine the conditions for inspections.
Regulations
Royal Decree-Law 8/2011 establishes the following in relation to ITE:.
"Article 21. Mandatory technical inspection of buildings..

Buildings older than 50 years, unless the Autonomous Communities establish a different age in their regulations, preferably intended for residential use located in the municipalities indicated in the third additional provision, must be subject, depending on their age, to a periodic technical inspection that ensures their good condition and proper conservation, and that meets, at least, the following requirements:.
2. The actions contained in this article will be applied in the manner, terms and conditions regulated by the Autonomous Communities. Municipalities may establish their own actions within the framework of the state and regional minimums..
3. Inspections carried out on behalf of the community or group of communities of owners that refer to the entire building or real estate complex will extend their effectiveness to each and every one of the existing premises and homes..
Article 22. Effects of the inspection..
When deficiencies emerge from the inspection carried out, the effectiveness of the document accrediting the same, for the purposes of justifying compliance with the legal duty of conservation referred to in article 9 of the Land Law, will be conditioned on the certification of the effective completion of the works and conservation work required to maintain the property in the legally required state, and in the time indicated for this purpose..
