Introduction
The name Consejería de Medio Ambiente is known as the bodies, organizations or departments "Consejería (Spain)") of the Junta de Andalucía in charge of autonomous powers in matters of the environment since its creation during the pre-autonomous government of Andalusia.
History
Initially present as the Ministry of the Environment in the Governing Council of the Pre-autonomous Government of Andalusia,[1] the different powers regarding the environment that are transferred to the Government of Andalusia are assigned to various bodies of the current ministries.
In 1981, the Ministry of Territorial Policy and Infrastructure "absorbed these powers from the General Directorate of the Environment,[2] a situation that was maintained in the first autonomous government.[3][4] In 1984, this General Directorate became dependent on the Vice-Presidency of the Junta de Andalucía and was organically attached to the Ministry of the Interior.[5].
This transfer is included as a prior step to the approval of Law 6/1984, of June 12, which creates the Environment Agency"), which is assigned as an autonomous body to the Presidency of the Junta de Andalucía.[6] With the approval of the Environment Agency, the General Directorate is abolished. In 1990, the Agency becomes part of the Ministry of Culture and Environment Environment").[7].
In 1994, the pre-autonomous initiative took shape again, with the new Ministry of the Environment being responsible for "superior management of powers in environmental matters", in addition to those entrusted to the General Directorate of Forestry Development of the Ministry of Agriculture and Fisheries. For its part, the Environment Agency remains assigned as an autonomous body in the new ministry[8] until its disappearance, by Law 8/1996, of December 26, on Budgets of the Autonomous Community for 1997, its powers and functions being attributed to the ministry.[9].
In 2012 it lost its exclusivity, integrating its powers into the Ministry of Agriculture on two occasions[10][11] and combining them with Territorial Planning on another,[12] until the creation, in 2022, of the Ministry of Sustainability, Environment and Blue Economy.[13].
