Historical heritage
Introduction
Historical heritage is the name given to the set of goods, both material and immaterial, accumulated over time, that are considered valuable to people or society, and therefore worthy of conservation and transmission to future generations. These assets can be of a diverse nature, artistic (architectural, sculptural, etc.), paleontological, archaeological, ethnographic, documentary, bibliographic, scientific or technical, as well as natural sites or parks, which due to their ecosystem or historical value must be protected.
This diversity of the type of goods it includes explains why the term has recently tended to be replaced by "cultural goods" (Cultural Heritage), a more recent and internationally used meaning.
On a global scale, the figure of World Heritage is used to protect those assets of international interest.
In Spain, the power to protect historical heritage is decentralized to the autonomous communities, which is why many of them have developed their own legislation.

En España, el patrimonio histórico-artístico se halla regulado por la Ley 16/1985, de 25 de junio, del Patrimonio Histórico Español.
General regulation
The Law provides that the most relevant assets of the Historical Heritage must be inventoried or declared of cultural interest.
It is the main legal figure established in the law and represents the individualization, for a specific asset, of the protection that it grants to the Heritage.
The declaration will be made through an administrative file"), which is initiated ex officio, or at the request of any person or entity, and which includes the technical documentation justifying the patrimonial interest of the property, the reports (at least one) from the different advisory institutions, a period of public information and the hearing process for the affected City Councils.
The deadline for processing this file is 20 months from the date of the agreement to initiate it.
The file ends with the declaration as BIC, by Royal Decree of the Council of Ministers "Council of Ministers (Spain)") or, when this competence is transferred to the autonomous community, by Decree of the Government Council of the same.
