Health Regulations
Introduction
Law 14/1986, of April 25, General Health is a law promulgated on April 25, 1986 by the Cortes Generales in which the regulation of actions aimed at the protection of health established in article 43 of the Spanish Constitution is established. In its Title III it defines public services and their structures as a National Health System "National Health System (Spain)"), with an organization of its services established by the different autonomous communities.
It was written during the first term of the socialist government chaired by Felipe González and with Ernest Lluch as Minister of Health.
News of the Law
The General Health Law established a change of great importance in the political model of health care, which went from a social security system "Social Security (Spain)") financed by the contributions of workers and employers to a National Health System in which all other existing networks were integrated and which began to be financed progressively through the General State budgets. The universality of health care for all Spaniards was also established.[1].
As a consequence of this new conception, 77% of the population was covered by Social Security in 1975 to 95.5% covered by the national health system in 1995.[1].
