Gas Installation Bulletin
Introduction
The Technical regulation for the distribution and use of gaseous fuels (RD 919/2006) is the Spanish regulation that came into force on July 28, 2006, and is mandatory as of March 4, 2007. This new regulation repeals up to 14 texts that previously regulated gas installations, with legislative texts dating back to 1973. Thus, the current legislation in Spain is reunified and simplified. regarding the design, installation and maintenance of gas installations. This new regulation that develops the legislative framework of the new regulations as indicated in Law 21/1992, and develops Law 34/1998, The Hydrocarbons Law.
Structure
The new Regulation follows the structure of the latest regulations approved in Spain, always thinking about their solidity and their rapid modification, which is why the regulation defines lines of action, leaving open extraordinary actions regulated by the competent delegation, and itself defining everything in the UNE standards, which evolve rapidly. In this way, if we find an error, the UNE standard does not need approval from the courts for its change, greatly speeding up the correction or evolution of the regulation, without having to change it itself.
The publication of a new version of the UNE standard is not immediately applicable. The version of the UNE standards in force will always be those reflected in the Regulations. The requirement for application of the new versions requires their approval by the Ministry and their corresponding publication in the Official State Gazette (BOE).
UNE Standards
If you need to design, install or maintain any gas installation, apart from the regulation, which can be downloaded in the link below, you need all the UNES standards to which it refers, which are paid for, and without these it is almost impossible to apply the new regulations. Therefore, the books they usually sell, such as the one from CONAIF, are incomplete and useless, since they do not contain the UNES standards that affect the regulations.
Autonomous Competencies
Since many of the autonomous communities of Spain have transferred powers, normally and depending on the autonomous community, they can publish Instructions in which they regulate the transition process. This is normally 2 years, so that all projects that were being designed before the entry of the new regulations can be legalized and executed. So if you need it, you should ask the competent delegation if there is specific regulation for your autonomous community.
