Introduction
Electronic Document and Records Management Systems (EDRMS) are a type of content management system that combines document management and records management technologies into an integrated system. They are tools designed for the efficient management and preservation of electronic documents with long-term archival value. These systems allow public and private organizations to comply with legal, regulatory and preservation requirements for digital documentation.
Utilization
Typically, systems consider a document or file to be in work until it has been reviewed, approved, locked, and (potentially) published, at which point it will wait to be used. The version of the form that is saved with the user's content becomes a formal filing document within the organization.
Once a record achieves record status, the organization can apply retention policies based on good practice or legislation, which set out how the second half of the record's life cycle will unfold. Typically, this involves retaining (and protecting against changes) until some events related to the record occur and trigger the purge plan to be applied to the record. Ultimately, usually at some point after these events, the record is destroyed.[1].
Legal framework
In Spain, the legal framework that governs the management of electronic documents in the Public Administration is established in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.[2] This law establishes the general principles and rules for the electronic processing of documents and the interoperability of systems.
On the other hand, Royal Decree 1708/2011, of November 18, regulates the Spanish Archives System and the Archives System of the General Administration of the State and its public bodies.[3] This decree establishes the guidelines for the management of documents and archives in the Spanish public Administration.
