Environmental impact contract
Introduction
The Secretary of Environment and Natural Resources (SEMARNAT) is one of the twenty-one secretaries of State that, together with the Legal Department of the Federal Executive and the Digital Transformation and Telecommunications Agency, make up the legal cabinet of the president of Mexico. It is the office of the federal executive branch in the field of sustainable development and environmental balance.
It is responsible for designing, planning, executing and coordinating public policies regarding natural resources, ecology, environmental sanitation, water, fishing and urban sustainability. The above includes the protection, restoration and conservation of ecosystems; advise the rest of the cabinet so that, within the scope of their responsibilities, they conduct themselves in accordance with the concept of sustainable development; manage and regulate the use of natural resources in government hands (except hydrocarbons and radioactive minerals); monitor compliance with environmental laws and regulations in industry, public services and commerce; propose the formation, and manage, where appropriate, protected natural areas; establish programs for the protection of flora and fauna; lead government strategies to combat climate change; establish limits and closures for the exploitation of natural resources; promote the use of renewable energies and technologies that harmonize the use of natural resources and economic development; manage, through the National Water Commission, all bodies of water within the national territory; operate the Federal Attorney for Environmental Protection "Federal Attorney for Environmental Protection (Mexico)"); and monitor the conservation of the natural Heritage of Humanity in Mexico[3] (cultural and intangible heritage are the responsibility of the Ministry of Culture "Secretaría de Cultura (Mexico)")).

History
The first government agency in matters of the environment in the history of the country was the Undersecretariat for the Improvement of the Environment, created in 1972, of the Secretariat of Health and Assistance (today Secretariat of Health "Secretaría de Salud (Mexico)")).[4].
