Martínez fue elegido en diciembre de 2013 como alcalde del municipio Simón Bolívar "Municipio Simón Bolívar (Anzoátegui)") de Anzoátegui, en Venezuela, para el período constitucional 2014-2017, al haber obtenido el 52,56% de los votos, frente al candidato opositor Carlos Michelangeli, quien obtuvo el 44,78% en la contienda.
Durante su período de Gobierno fue designado en enero de 2016 como miembro de la Junta del Consejo Nacional de Economía Productiva, por el presidente Nicolás Maduro. Asimismo, en el ejercicio de su administración fue nombrado Presidente de la Sociedad de Alcaldes del estado en 2014.
En términos generales, la filosofía de gestión de Martínez se rigió por la aplicación de tres principios, a saber: Primero, el Gobierno en la calle al servicio de los ciudadanos, priorizando a los más humildes; segundo, la garantía de la eficiencia, que debía guiar en la atención de cada problema y, en tercer lugar, se mantenía la constante búsqueda de articulación de las políticas, para ser más efectivos en el municipio.
En su Gobierno se destacó por el desarrollo y fortalecimiento del Modelo de Ciudad y de la Democracia Participativa y Protagónica. En sus cuatro años de administración se superaron los 8 mil millones de bolívares, ejecutados en obras, servicios y actividades productivas para beneficio de la ciudadanía, siendo el primer municipio del país que comunalizó su presupuesto.
El Gobierno municipal, fiel creyente de la gente, hizo posible que se pasara de 1 comuna a 39, de 202 concejos comunales a 528, en 4 años. Tan sólo para el año 2017 se contabilizaron 6300 millones transferidos de forma directa al Poder Popular, a través de las Comunas; lo que representó el 41.3 % de todo el presupuesto de inversión del municipio.
Por su parte, en el marco del plan de intervención del centro histórico (CH), durante la gestión del Gobierno de Martínez se recuperaron la Catedral de Barcelona, la Casa Amarilla, el Museo Anzoátegui, la Climatización del Ateneo Miguel Otero Silva, el Callejón San Carlos, el Puente Bolívar, la Plaza San Felipe, la Plaza Rolando, la Iglesia Nuestra Señora de Lourdes; al tiempo en que también se construyó el Bulevard Bolívar-Chávez, y se intervino en la recuperación del Teatro Cajigal, siendo este último uno de los mayores emblemas de la cultura, identidad y del patrimonio del municipio. Los trabajos que se realizaron para poder abrir esta joya colonial consistieron en la rehabilitación del sistema eléctrico e hídrico, la restauración del escenario y la recuperación de los baños.
Del mismo modo, en su Gobierno se promovió la reorganización de la movilidad peatonal y vehicular en el municipio. Conviene subrayar que durante su Gobierno Barcelona se posicionó como la segunda ciudad, después de Caracas, con mayor inversión en obras y soluciones de vialidad y movilidad para ese momento. En tres años de gestión se ejecutaron obras como los distribuidores de la Av. Aeropuerto, Av. Cajigal, Molorca; redoma Los Pájaros; Av. Jorge Rodríguez con calle Guayaquil y El Samán; las interconexiones de Puentecito y Av. Río; la ampliación de Perrokeros, La Costanera, Av. Fuerzas Armadas; la redistribución vial frente a Cárcel Vieja; el cruce anticipado de Puente Monagas; la construcción de las avenidas Costanera, Av. José Antonio Anzoátegui, Av. Eulalia Buroz, Av. Neverí y el cambio direccional de la calle Sucre, entre otras; todos integrando un complejo sistema de descongestionamiento vehicular aplicado a la ciudad y que formó parte de las mejoras que significaron el salto adelante en la movilidad de Barcelona.
En esta línea, una parte fundamental de la agenda económica durante la gestión de Martínez se concentró en la promoción de la producción de la tierra, de la mano con la organización de los consejos comunales y los productores, para la satisfacción de las necesidades de los ciudadanos. Justamente, para finales de 2017 se contabilizaban un total de 5.000 hectáreas sembradas en el municipio Simón Bolívar, en el marco de una estrategia que buscaba romper con el esquema de dependencia y fortalecer las potencialidades productivas de la zona.
En este marco, la democratización de la tierra fue otro de los pilares fundamentales que caracterizó su administración. En su gestión se superó la meta de la entrega de 20.132 títulos a familias, que rápidamente se convirtieron en propietarias del lugar donde habían desarrollado sus vidas y emprendimientos.
En otro orden de ideas, en su Gobierno también se cuenta como otro de sus logros que desde la población de Caicara se haya devuelto la cara al mar a toda Barcelona. Se trató de la incorporación de 16 kilómetros de costa con un gran potencial turístico, con la ejecución de 1500 m² de un bulevar de madera con espacios gastronómicos y recreacionales, en la Playa Caicara; la única bahía apta para bañistas declarada por @Mineaoficial de esta capital anzoatiguense.
Además, en su administración, con el objetivo de poder asegurar el bienestar y desarrollo al municipio se entregó una planta desalinizadora con dos contenedores de 40 pies, con cabida de 25 mil litros y capacidad de bombear diariamente hasta 375 mil litros de agua apta para el consumo humano.
Durante el período de Gobierno municipal fue creado el Instituto de Emprendimiento y Economía Productiva (IEEP). Un total de 10 mil 4 proyectos de financiamiento individuales, familiares y comunales, fueron impulsados como parte de la nueva cultura del emprendimiento y la creatividad que fue promovida en la gestión de Martínez, que ofrecía una capacitación previa a los ciudadanos para que pudieran llevar a cabo sus sueños y los convirtieran en una realidad sustentable.
Security
On the other hand, the Martínez Government placed a modern operational protection and security system at the disposal of citizens, the results of which spoke for themselves. To mention some figures, when doing a comparative analysis from the month of January to November 2017, with respect to the same time in 2016, it can be said that a decrease in crime of 33.1% and 18.7% in homicides alone was achieved; which represented all that effort of coordination and activation of the peace corridors that were being articulated in the city of Barcelona, with the presence of all the state security forces.
Along these lines, during his administration, comprehensive and innovative programs were carried out to guarantee the security of the communities; and among them was the launch of the “VEN911 Barcelona” Immediate Response System; a technological instrument that allowed increasing security and protection efforts, through science, used to protect all citizens.
Cities such as Quito, Guayaquil, had adopted systems like this and were now placed at the disposal of the Simón Bolívar municipality, with the establishment of 173 cameras in the metropolitan area of Anzoátegui and the city of Anaco, where more than 70% were installed in Barcelona. Within this framework, it was contributing to the development of the structural policies of the municipal government that covered the issue of security for all citizens, now enhanced with technology, innovation and efficient response.
Likewise, it was possible to learn about the launch of the "Fighters for Peace" Children's and Youth Brigade Plan, as a project that arose in response to organized citizenship, the peace quadrants and the municipal government to strengthen culture, organization and discipline in sectors prone to criminal systems that had been intended to be installed in the city of Barcelona, but that could now be neutralized from educational establishments.
Innovation
In the process of building the smart city, the Martínez Government consolidated itself as a leader at the national level with the implementation of an electronic Government, which was developed through the application of top-level technology and which served to improve public management and meet the demands of the communities in the Simón Bolívar municipality, through the constant connection that it was able to establish with its citizens through various digital platforms and through social networks, such as Twitter, Instagram, Facebook, in conjunction with the broadcast of the radio program “Barcelona in Frecuencia” on FM Noticias 95.9 and the launch of the interactive portal www.Barticipa.com.
In relation to the “Barticipa.com” portal, it should be highlighted that through this intelligent system it was possible to interact with the local president, directors or presidents of the institutes of the capital city council through the Video Chat system, in order to obtain answers to the problems of their community; Being the first municipal government that made a technological tool of these characteristics available to its citizens that allowed it to expand the communication systems between its public officials and the communities, whose main objective was to provide responses more efficiently and be accountable on a daily basis. In this sense, “Barticipa.com” quickly became a digital platform where the population could obtain information in real time about the procedures carried out and the progress of the mayor's management.
The period of his Government was also characterized by having positioned a city brand at a national level, in favor of Barcelona as an economic power. In this sense, “the Barcelona Caribe Tourist Complex” deserves special attention: a project that was undertaken by Mayor Martínez, which began to be executed in Caicara, northwest of the Simón Bolívar municipality; considered one of the largest projects in all of Venezuela and the most ambitious of its kind in the entire Latin American continent, which had been proposed to give way to regional socio-productive growth.
As reported at the time by the municipal president, the execution of this project was going to consolidate an axis of tourism development that the Simón Bolívar municipality had never had before and that would have important geostrategic potential, due to its proximity to the airport, the city and Lechería. The complex would include the Caicara axis of Barcelona, Manzanillo, Los Olivos, Las Bateas, Archipelago, Islas Borrachas and it was thought that it would include a five-star hotel complex, boutique and inns, beachfront hotels, development of 6.2 km of navigation channels, boulevard, an Anzoátegui Marinos Dome, technological innovation center and university city, commercial and gastronomic areas, the International Convention Center and an area of beach and theme parks. lagoons. Its topographic survey was carried out by a drone, considered one of the largest studies recorded in Latin America, in terms of the use of this technology.
Health
One of the fundamental commitments acquired by the mayor during his Government was framed under the premise “your health is our priority.” This management model was directed towards the progressive development of an insertion system, in a permanent evolution whose central objective was to include citizens who did not have access to free health care in the municipality and generating a culture of prevention.
Among the main achievements of the municipal government during this period was the creation of the Comprehensive Women's Clinic, located on Avenue 2 of Tronconal III, which from the year of its creation (2016) to 2017 recorded having served more than 120 thousand women in more than 19 specialties.
Secondly, during his administration, the Comprehensive Children's Clinic was inaugurated, with 14 specialties that complemented the services of laboratory tests, immunizations, advocacy and nursing; which was located on av. Juan de Urpín from Barcelona and which in less than a year in operation had already served 63 thousand children. Subsequently, as part of this search to expand the comprehensive care system for the prioritized sectors in the Simón Bolívar municipality, in May 2017 the Clinic for the Elderly was created in the spaces of the Casa del Abuelo; an innovative health center with 6 medical offices, including an observation room and emergency room, as well as 14 specialties such as rehabilitation, internal medicine, dentistry, gastroenterology, pulmonology, psychiatry, rheumatology, diabetes, laboratory, nutrition and dietetics, cardiology, among others, and providing its services free of charge. In 2017 alone, more than 30,000 grandparents were served, between the Clinic, the Grandparent's House and the special Barrio Adentro operations carried out throughout the Municipality.
Consecutively, in December 2017, the last vocational clinic to date was inaugurated, the Comprehensive Clinic for the Workers of the Mayor's Office of Barcelona, which was dedicated to the care of the workers of the capital city council and their family members, reaching a figure of 11,020 people who would receive free medical care.
In conclusion, it can be noted that as mayor of the Simón Bolívar municipality, Guillermo Martínez promoted an important economic, social, cultural and urban transformation in the history of that town, through the recovery of spaces, the construction of infrastructure, the promotion of regional identity and the development of large-scale technological and tourism projects whose central focus always aimed at the development of the city model and the search for comprehensive solutions for the communities; all elements that made his management a reference at the national level, worthy of review.
