Diagnosis of critical cultural equipment
Introduction
The Ministry General Secretariat of Government (MINSEGEGOB or SEGEGOB),[3] also called Government Spokesperson is the Ministry of State in charge of acting as the communication agency of the government of Chile. The main function of the Minister Secretary General of the Government or better known as the "Minister Spokesperson" of the Government, is to serve as spokesperson for the executive branch in front of public opinion.[4] Likewise, the Government Spokesperson is in charge of acting as a representative of the ruling political coalition in the country before the media.[5] The current Minister Secretary General of the Government is the geographer Camila Vallejo Dowling, while the respective undersecretary, Nicole Cardoch Ramos, acting under the government of Gabriel Boric.[6].
The National Television Council (CNTV) and the ChileAtiende public service are linked to this ministry.[4].
History
Although without a ministerial position, the 2nd Government Board of 1932, chaired by the journalist Carlos Dávila, created the position of General Secretariat of the Government on June 23, 1932.[7] Until then, its functions were limited to the internal coordination of the Cabinet Council.[4].
The position was publicly projected in the early 1960s. In 1960, through DFL No. 188, the Information and Broadcasting Office (OIR) was created, which became dependent on the Secretariat,[8] and whose first director was Patricio Silva Clarés.[9].
During the government of President Salvador Allende, its prominence on the national political scene increased, by increasingly assuming public spokesperson functions through the general secretary.[4].
In 1976, Decree Law 1,385 of the Military Government Junta "Military Government Junta of Chile (1973)") granted the General Secretariat of Government the status of Ministry of State. At the same time, its main functions were established as "exercising supreme stewardship of the State's communications system and facilitating communication between rulers and governed." For this purpose, the divisions of the Communications Secretariat (SECOM) and the Civil Organizations Division were created. The National Secretariat for Women, the National Secretariat for Youth (Chile), the National Secretariat for Guilds, the Secretariat for Cultural Relations, and the Diego Portales Institute depended on the latter.[4]
