Detailed planning is developed in the context of urban planning, being a subsequent and complementary phase to the general urban planning plans (PGOU). While the general plans establish the basic guidelines and criteria for medium and long-term urban development, detailed planning translates these guidelines into specific details that regulate the organization of urban parcel space.
This hierarchical relationship between the plans ensures coherence between the urban growth strategy and its practical execution, allowing the general provisions to be adapted to the specific conditions of the terrain and the social and economic characteristics of the environment.
Applicable legislation
Detailed planning is regulated by the urban planning legislation of each country or region, which establishes the procedures, powers and requirements for its preparation and approval. In the Spanish context, for example, the Canary Islands Urban Planning Law and other regional regulations establish the legal framework for these plans.
These regulations usually define the types of detailed planning instruments, such as partial plans, special plans or development plans, and regulate technical, environmental and administrative aspects, seeking to make urban development compatible with sustainability and quality of life.
