Urban reform is an object especially sensitive to changes in local policies. The urban center, according to urban semiologists, is the space that usually concentrates the clearest images that sustain citizen identity. In that sense, the perplexity regarding the intervention on the center begins, of course, with the delicacy of its object.

The reform or change of the built space that supports these images can lead to changing or weakening the basis of local identity and with it, making local government considerably more difficult. Continue to maintain cohesion and directionality in local politics that allows for the construction of durable action objectives that strengthen a coherent line of intervention in the city in the medium and long term.

But the urban center is not only a collection of meanings that contribute to forming the image of the city, the center is also a space in which the population lives, works and has fun. In this sense the intervention becomes more complex. The image of the city can be reformed, but if this entails a disproportionate effort for those who use and inhabit it, this action can turn against those who promote it.

The conclusion is that when dealing with housing in the historic centers of cities we start from two different extremes that must be able to come together in the course of the operation to be carried out.

The first extreme has to do with the formation of that image from the housing itself in these central spaces, conceiving it not only as a private space limited by walls, but as a residential place nestled in an urban environment of which it is an inextricable part. In this sense, the transformation of that space implies a series of systemic effects on the image that can have profound consequences.

The second is the well-being of the residents themselves in that center. We could even broaden the horizon in this case to the institutions and associations that are located within its limits. In that sense, the starting point would not be so much housing but rather the ways of living and its response to the residential needs of the inhabitants of that space.

The new orientation of the intervention on historic centers is subject to a profound change similar to that which is taking place in local politics. This change is expressed by the difference between the concept of government and that of governance, understanding this as a form of government somewhat different from the traditional one, in which the demand for inclusion of the governed and the expansion of the scope of decision-making go hand in hand with a disaffection of citizens with government alternatives and a certain decline in the image of the ruler.[1]​.
