The National Tourism Service (better known by the acronym Sernatur)[2] is a Chilean public organization in charge of researching, planning, encouraging, promoting and coordinating tourism activity,[3] in addition to disseminating tourism nationally and abroad, through cooperation between various public and private organizations. It depends administratively on the Ministry of Economy, Development and Tourism.[4] Since April 1, 2022, the deputy national director is Beatriz Román Alzerreca.[5].
It is organized into a national directorate, with headquarters in the commune of Providencia "Providencia (Chile)"), in Santiago, sixteen regional tourism directorates,[3] eleven local offices,[6] and twenty-four tourist information offices located throughout the country.[7].

The National Tourism Service was created during the military dictatorship "Military Dictatorship (Chile)") of General Augusto Pinochet on November 8, 1975, by decree law 1224,[8] with the aim of controlling, coordinating, encouraging, researching, planning and promoting tourist activity, replacing the Directorate of Tourism (decree with force of law 355 of April 6, 1960)[9] and the Regional Tourism Councils (law 17,169 of August 13, 1969),[10] organizations in charge of tourism in Chile until then.[11] Starting in 1977, Sernatur implemented with the Road Directorate (belonging to the Ministry of Public Works) the "National Road Tourist Signage Plan", intended to provide information of tourist interest through symbols on signs and billboards located on the country's roads.[12].
Over time, the institutional objectives underwent legal modifications. The first of these occurred in 1980, when the power to control tourist activity and, consequently, all functions related to it were eliminated. In 1981, Margarita Ducci took over as national director.[13].
Beginning with the government of President Patricio Aylwin in 1990 and with Eugenio Yunis Ahués as director and, later, with César Gómez Viveros (1995), the arrival of foreign tourists increased substantially.[13] Thus, the country began to learn about tourism as an economic activity that also had social and cultural implications. All of this entails for Sernatur the commitment to assume functions for the comprehensive development of the sector and not only those related to the increase in demand for tourist services.[13].

Under the presidency of Ricardo Lagos in 2000, Óscar Santelices Altamirano took over as national director of Tourism, who worked to strengthen ties between the public and private world, with the aim of jointly seeking concrete initiatives that would allow tourism activity to take off in Chile.[13] Already in 2001, the service managed to create the "Senior Vacations" program, a pioneering initiative in South America and inspired by Europe, which subsidizes around 40% of tourist packages for older adults and people with reduced capacity.[13].
In 2005, the "National Tourism Policy" was created, the objective of which was to position Chile as an attractive tourist destination, establishing nature and special interest tourism as a development axis, particularly for long-distance markets and, at the same time, expanding and diversifying the product offering and access opportunities to domestic tourism.[13].
During Michelle Bachelet's first government, in 2007, she launched a new social program, the "Study Tour." Through this initiative, the government subsidized 70% of the tourist package for study trips, for young people in their second year of high school from municipal establishments. Currently, the program is expanded to students of all secondary education in schools and high schools that receive state subsidies.[13].
During the first government of Sebastián Piñera, in March 2010, Jacqueline Plass took over as deputy national director(s), who had the important task of promoting and attracting visitors to Chile, both from abroad and nationally, after one of the strongest earthquakes in the world, managing to reverse the situation. Plass also led efforts to implement the new "Tourism Law" (20,423) and the creation of the Undersecretariat of Tourism, the Committee of Ministers of Tourism and the Consultative Council for Tourism Promotion.[13] With this, the powers of the National Tourism Service were modified again, granting powers in matters of supervision and control towards the providers of tourist services, reducing a large part of its powers and establishing it as an organization executor.[14] After the creation of the Undersecretary of Tourism, a high turnover of national directors of Sernatur has been generated in recent years.[15].
In January 2011, Álvaro Castilla assumed the national leadership, and during his administration he emphasized tourism quality. A year later, in March 2012, Daniel Pardo López (s) took charge of this work, directing the work of the service around the prioritized axes of the "National Tourism Strategy" and achieving record numbers in the arrival of foreign tourists and the movement of national tourism. Also, it makes progress in terms of promotion and competitiveness, among other achievements.[13] Decree 222 is also promulgated, which approves the Regulation for the application of the Classification, Quality and Safety System of Tourist Service Providers, which included the implementation of the National Registry of Tourist Service Providers that implemented voluntary registration for many tourist services, except for tourist accommodation services and adventure tourism activities for which registration is mandatory, and also incorporates mandatory compliance with safety standards. to adventure tourism activities. Achieving 1,077 voluntarily registered tourist services in the first year.[16][17][18] By December 2013 the registry had reached a total of 10 thousand registered services.[19].

National Directorate of SERNATUR
The National Tourism Service was born in 1975, using the offices located on Cathedral Street. In 1986, the National Directorate of Sernatur moved to the premises of the former Providencia Market, located at 1550 Providencia Avenue. This building was given on loan by the Municipality of Providencia and operated in these facilities until March 2020 when the building was returned to the Municipality.[22][23][24].
In mid-2019, Sernatur began the search for a new building to move its offices. Among them, the move to the Bruna Palace, owned by the National Chamber of Commerce, was publicly announced, but in the end this did not materialize.[25][26].
In September 2020, the National Tourism Service began its process of moving to its current offices at 679 Condell Street in Providencia, where the National Directorate and the Metropolitan Regional Directorate are located. The Undersecretariat of Tourism is also located in these offices.[27][28].
Regional directorates and local offices
Sernatur has 16 regional directorates and 10 local offices. It also has a network of 26 permanent tourist information offices[29] and 12 temporary offices.
Tourism regulations
In conjunction with the National Institute of Standardization, it has created a series of standards to standardize the quality of tourist services in Chile.[43].
