Critical territorial management
Introduction
The Development Programs with a Territorial Approach (PDET) are a management and planning instrument of the Colombian government whose objective is to promote economic, social and environmental development in those areas of the country most affected by the internal armed conflict. Currently the program covers 36% of the country's territory and benefits almost 7 million people.[1][2].
In addition, since the 2022 Colombian legislative elections, it has its own representation in the Colombian House of Representatives with 16 seats under the name of "Special Transitory Circumscriptions of Peace (CTREP)"..
The PDETs have been drivers of political changes in Colombia, by encouraging the political and electoral participation of historically marginalized communities. [3].
Characteristics
The PDET Territories were created in 2017 as part of the peace agreements between the Santos government and the FARC-EP.[4][5] Their development was entrusted to the Territory Renewal Agency (ART) for a period of 15 years.[6][7].
The program is developed according to three levels of collective participation: Community Assembly, Municipal Commission and Subregional Commission.[8].
Goals
The main objectives of the PDET are:[9].

• - Empower and transform communities.
• - Boost the economy and strengthen food security.
• - Contribute to the reduction of multidimensional rural poverty by 50%.
• - Promote departmental and municipal development plans.
Reviews
Some social and community organizations have demanded greater participation, recognition and environmental component in the PDET Territories.[10][11][12].
