The 60 Schools Plan was a project of the de facto mayor of Buenos Aires between 1976 and 1982, Brigadier Osvaldo Cacciatore. Although only 24 buildings were completed before Cacciatore was removed from office, it is remembered as the last large-scale elementary school construction plan in this city.
The 60 Schools Plan was launched in 1979, after the National State transferred the educational establishments to the Municipality of Buenos Aires. To develop, the construction was outsourced by areas of the city and a group of prestigious architectural studios of that time were hired: SEPRA, Raña Veloso-Álvarez-Forster, Casirahi-Cassina-Frangella, Carlos Levinton, Kocourek SRL and Antonini-Schön-Zemborain, who worked together seeking to design advanced buildings, with a language that used exposed brick and reinforced concrete structures. exposed and painted green.
With the large number of schools built, of which Cacciatore inaugurated 24 by 1982, then continued by subsequent administrations once democracy was recovered, and extended during the 1980s until even the management of Carlos Grosso in the Municipality, this set of schools became a distinctive part of an era of public education in Buenos Aires, since its characteristic aesthetic and the scale of the plan were not repeated until today.
The search for experimentation and testing by the design architects collided with criticism from the users of the buildings, both primary and secondary school students, as well as teachers and maintenance employees, who highlighted negative details in the design of the schools: from the reflection of sunlight on the blackboards and the difficulty in cleaning different sectors to the location of the patios and the excessive use of glass for the facades.
