Sectores de la oposición se mostraron contrarios a la puesta en marcha del Programa. El senador cordobés Luis Juez criticó que el Programa se lleve a cabo con fondos de la ANSES y también declaró que «[...] quiero que la gente tenga su vivienda pero también quiero que el jubilado tenga una jubilación digna».[48] En 2016 se anunció que se suspenderían los sorteos, la adjudicación ya no se realizará a través de los sorteos en Lotería Nacional sino de forma discrecional.[49].
No obstante esas críticas puntuales, el titular de la ANSES, Diego Bossio, ha declarado que esos recursos «no son de los jubilados», que los recursos que conforman el Fondo de Garantía de Sustentabilidad (FGS) «pertenecen a todos los argentinos incluyendo a los trabajadores y ciudadanos que contribuyen con aportes e impuestos».

Y precisó que desde 2003, la cantidad de aportantes aumentó 91.9 %, debido al crecimiento económico y al empleo, mientras que la cantidad de jubilaciones y pensiones lo hizo en 78.5 %, como resultado del Plan de Inclusión Previsional, alcanzando la tasa de cobertura más alta de América Latina, con el 95.1 %.[52][53].
Credit draw
On July 20, 2012, the first draw for credits was held, with a live broadcast on Public Television "Canal 7 (Argentina)"). 21,968 candidates participated in this draw who at the time had their own land to build the home and met the requirements and documentation required to open a credit portfolio. Of these, 11,659 families benefited.[54][55][53].
On August 24 of that same year, the second draw for credits was held, with 25,572 candidates registered and a total of 13,813 credits awarded. Compared to the previous one, this draw exceeded the number of registered people by more than 3,600. It was also known that the third draw would be held on Friday, September 21, and the fourth, a sort of repechage in which all candidates who have not benefited from previous draws will participate, would be held on Friday, October 26, according to what was reported by the National Social Security Administration.[53][56][57].
On September 21, the third drawing for housing loans was held within the framework of the plan. On this occasion, 17,809 people participated, a number slightly lower than previous editions. 9,463 families were drawn and the lands tendered are located in the provinces of Santiago del Estero, San Juan, La Rioja "Province of La Rioja (Argentina)") and Mendoza, as well as in the Buenos Aires towns of Tigre "Tigre (Buenos Aires)"), La Matanza, Ezeiza, Bahía Blanca, Mar del Plata and San Nicolás "San Nicolás (Buenos Aires)"). The novelty of this draw was the announcement by the National Government "National Executive Branch (Argentina)") of the state contribution of 1,700 hectares of public lands throughout the territory of Argentina, through the intelligent use of the most valuable lands.[53][58][59].
On October 26, the fourth and last mortgage loan draw of 2012 was held. 5,927 families were drawn from a total of 11,890 registered and eligible to benefit. That same day, a repechage was held that included all participants who had not been included in previous draws. On this occasion, people who did not have their own land were able to participate and 18,324 families benefited from this novelty, of the 30,414 that had not benefited in the four previous draws. In this way, during 2012 and since the launch of the PRO.CRE.AR Bicentennial Program, 59,186 families were favored for the construction of their homes in four draws and a play-off.[53][60][53][61][62][63].
A new draw, first held in 2013, also had a playoff character, like the previous draw. It took place on January 25 and 18,053 families participated, of which 9,358 were finally benefited. With the next drawing of the Plan scheduled for the month of March, the Government "National Executive Branch (Argentina)") announced that around 60,000 families were processing their credit with the Banco Hipotecario.[64][53][65][66].
The fifth draw of the program was held on March 22, 2013 at the headquarters of the National Lottery "Lotería Nacional (Argentina)") in the City of Buenos Aires. Families who own their own land for construction or who have been in a position to acquire it participated in this draw, which like all the previous ones was broadcast live on Public Television "Canal 7 (Argentina)" throughout the country. A total of families were drawn on this occasion. The director of ANSES, Diego Bossio, was satisfied with the results and stated that "the multiplier effect means not only direct jobs on the site, but also the construction materials and the design of the work." He also explained that "In this program, the lower the income, the lower the rate, which has the particularity of representing a third in relation to what the banks offer, and allows families to continue paying for their house in the future."[67][68][69].
Also announced was the launch of a new line of credit for the renovation, expansion and completion of homes and the third call for competition for urban projects that provides for the construction of homes in 47 properties in 16 Argentine provinces: Chaco, Corrientes, Chubut, Jujuy, La Rioja "Province of La Rioja (Argentina)"), Mendoza, Misiones, Neuquén, Salta, San Luis, Santa Cruz, Santa Fe, Santiago del Estero, Tierra del Fuego, San Juan and more than twenty cities in the province of Buenos Aires. In this way, PRO.CRE.AR will have three new lines of credit, arising from the needs of the Argentine population. In the case of lines of credit to expand and finish homes, interest rates are between 2 and 11 percent and terms of up to fifteen years. For the replacement line, interest rates are between 7 and 18 percent annually, with maximum terms of four years and a peso limit.[70][71].
The sixth regular draw took place on April 26, 2013 and families participated, from whom they benefited. On July 19 of that same year, the seventh draw was held, with 70,588 families registered and a total of beneficiaries. In this last draw, the modality of credit lines for renovation, completion and expansion of homes was implemented, which was drawn on the occasion. With these two draws, the PRO.CRE.AR Bicentenario reached the mark of credits granted, delivering in just one year approximately 38% of the credits that must be granted within a period of four years. A massive credit draw was also scheduled, the largest up to that time, to be held on October 22, 2013 and in which approximately credits would be drawn on a single occasion, being allocated to the purchase of land and construction of new homes, for the purchase of already built and brand new homes and for the construction, extension, renovation and completion of homes.[53][72].
On October 22, 2013, the eighth and largest draw at that time was held. In total, families were benefited that day, regularly and in two repechages that were held on the same occasion and that included families not benefited in previous contests. A total of families participated in the eighth draw and the allocation of the credits granted respected the following proportion: credits from the line for housing construction; line for renovation, completion and expansion of homes; of the line for the purchase of brand new housing financed at 90 percent, and credits of the line for the purchase of land and construction of homes therein.[53][73][74][75][76].
On February 6, 2015, draw number 11 of the plan was held, with 398,392 registered families participating. The draw was held at the NH Provincial in the city of Mar del Plata and is broadcast on Public Television.[77][78].
