Introduction
A steering committee (sometimes also called monitoring committee or animation committee or coordination committee) is a group of people organized in the form of a "committee" or a "commission", and in charge of the proper functioning of a project.[1].
To improve the monitoring of a project and validate strategic decisions, it is advisable to establish a cross-project team that we will call piloting committee.[2] This group of people is generally formed with a representative for each section involved in the project (for example, the research section, the accounting-financial section, the production section, etc.), as well as a representative for each institution sponsoring the project or involved in some way with it, taking into account:[1].
• - A clearly identified project sponsor;
• - An adequate frequency of operation of the steering committee (at least once a month);
• - A steering committee seen as positive by the main actors.
A piloting committee (in English: project steering committee, pilot committee; in French: comité de pilotage) may have the following tasks:[1].
• - Plan the key dates of the project;
• - Analyze the options proposed by the project management;
• - Decide on strategic directions, and pay attention to certain issues such as:
- cost reduction,
- project monitoring,
- improvement in processes (quality).
Actors in the steering committee[3]
The steering committee (frequently called copil, especially in French literature), particularly brings together those who make the decisions and those who require support for the best management and development of the project (obtaining resources, technical-legal budgetary aspects, review of the scope of the project, review of the project deadlines, etc...).
The senior construction master (or whoever fulfills that function) must also participate in the , as well as the director and/or project manager (responsible for construction management).
