Conformity Assessment Regulations
Introduction
The term Official Mexican Standard (NOM) applies to each of the regulations whose main objective is the promotion of quality for economic development. They are considered technical regulations of mandatory observance and are issued by the standardizing agencies of Mexico through the National Standardization Advisory Committees, which are based on the Quality Infrastructure Law (LIC).[1].
The Mexican Official Standards establish rules, specifications, attributes, guidelines, characteristics or prescriptions applicable to a product, process, installation, system, activity, service or method of production or operation, as well as those related to terminology, symbology, packaging, marking or labeling and those that refer to their compliance or application.
Products and services that comply with the Official Mexican Standards can use the Official Password") or NOM seal, regulated by the Official Mexican Standard NOM-106-SCFI-2017.[2].
Normalizing dependencies
In Mexico, the Official Mexican Standards are issued by the Secretariats of State, which in accordance with their legal systems can issue and monitor them.
Objectives of the Official Mexican Standards
The Official Mexican Standards are prepared with the aim of preserving a legitimate objective for the country, in particular for: people, animal or plant fauna, health and environmental conservation among others.
Previously, these objectives were regulated in the Federal Law on Metrology and Standardization of Mexico (see art. 40),[3] but it was repealed on July 1, 2020 by the Quality Infrastructure Law.[4].
In the Quality Infrastructure Law, article 4, section XVI, it is defined:
And in article 10 the legitimate objectives for the country are observed.
Catalog of Official Mexican Standards
The list of Official Mexican Standards can be consulted on the page of the Comprehensive System for Standardization and Conformity Evaluation (SINEC)[5] of the Ministry of Economy.
